러시아 군사 연습, 극동에 유럽 병력을 긴급전개(緊急展開)

[모스크바 = 內藤泰朗] 러시아軍은, 유럽 지역의 병력을 극동(極東)에 긴급전개(緊急展開)하는 사태를 상정(想定)한 연습 「모빌노스트(МОБИЛЬНОСТЬ)[기동성(機動性, Mobility)] 2004」를 시작했다.
軍의 기동성을 높이는 목적의 대연습(大演習)은 소련 붕괴 후 처음으로, 인접한 대국(大國)인 중국 외에 아시아·태평양 지역에 전개하는 미군 등을 염두(念頭)에 둔 것으로 보여지고 있다. 연습중인 6월17일에는, 중국·러시아 수뇌회담(首腦會談)도 행해져 힘을 바탕으로 한 외교가 전개된다.
러시아 국방성(國防省) 발표에 의하면, 연습은 6월9일부터 6월30일까지 실시된다.
6월21일-25일의 「실전단계(實戰段階)」에서는, 러시아 유럽 지역에 주둔하는 공정부대(空挺部隊)[낙하산 부대] 약 800명을 수개의 기지로부터 중국과의 국경에 가까운 극동의 블라디보스토크(Vladivostok) 북동부에 긴급전개시켜, 낯선 토지에서 테러 집단이나 첩보부대(諜報部隊) 등과 전투해 섬멸(殲滅)함으로써 통신이나 물류(物流)의 안전을 확보한다고 하는 내용이다.
국방성은, 연습이 「어떠한 제3국도 상정한 것은 아니다」라고 강조하며, 그 실시에 대해서는 1년 이상 전에 관계국에 통지(通知)가 끝난 상태라고 설명한다.
하지만, 이번 연습이 러시아軍의 군사적인 잠재 능력을 대외적으로 과시(誇示)하는 의도를 감추고 있다는 것은 전문가의 일치된 견해다.
극동이 연습지(演習地)로 선택된 이유에 대해서도, 「장래적으로 불안이 남는 중국을 염두에 두고 있다」[러시아 통신의 리토프킨(Victor Litovkin) 군사평론원(軍事評論員)] 라고 한다.
일본내에서 같은 기동성을 강조한 연습을 전개하고 있는 주일미군을 염두에 두고, 러시아가 「전략적 주도권」을 취하기 위한 연습이라고 하는 견해도 있다.
국내적으로는 「강한 러시아가 부활한다」는 이미지를 만들어, 애국주의의 고양(高揚)에도 연결하고 싶다는 기대도 엿보인다.
참가하는 약 50기(機)에는 군용기(軍用機) 뿐만이 아니라 민간수송기까지 포함되어 「매우 고가(高價)의 연습이 된다」[러시아 국방성 소식통] 라고 한다. 그런데도 실시하는 것은 수많은 이점이 있기 때문이다.
6월17일에는, 우즈베키스탄(Uzbekistan)의 수도 타슈켄트(Tashkent)에서, 중국·러시아와 중앙아시아 4개국으로 구성되는 샹하이협력기구((上海協力機構)[SCO, Shanghai Cooperation Organization] 수뇌회의(首腦會議)가 열려 안전보장 문제 등을 협의한다. 러시아의 푸틴(Vladimir V. Putin) 대통령과 후진타오(胡錦濤) 중국 국가주석(國家主席)의 수뇌회담도 예정되어 있다. 연습은 수뇌 외교에 미묘한 영향을 줄 것으로 보인다.

Mobility-2004 military exercise started in Russia

MOSCOW, June 9 (Itar-Tass) - The airlifting of permanent-
alert units from the European part of Russia to the Russian
Far East began on Wednesday within the framework of the
operational strategic military exercise, codenamed Mobility-
2004.
The airlifting began at 08.00, Moscow time, when three Il-76
military-transport planes took off from the Koltsovo
military airfield, near Yekaterinburg. They had on board the
personnel and military hardware of a tactical group of the
motorized rifle division, integrated in the Volga-Urals
military district.
The planes steered for the Galenki airfield, near the city
of Ussuriisk, a representative of the Russian Defence
Ministry told Itar-Tass. Another seven Il-76 planes will
take off from the Koltsovo airfield and will fly to the
Primorye Territory with small intervals on Wednesday. A
total of ten planes will airlift to the Russian Far East 50
servicemen and 20 pieces of military hardware by the morning
of June 10.
"The redeployment of the motorized rifle troops is planned
to be finished on June 18. By that day 47 warplanes and two
long-range civil aviation planes will airlift from the Urals
to the Russian Far East some 500 men and 100 pieces of
military hardware," the Defence Ministry representative
continued.
According to his information, it is the first time such a
big redeployment of the mobile reserve and the permanent-
alert units from the East to the West of the country is done
in the Russian Armed Forces. Some 800 infantrymen,
paratroopers and marines, together with 100 tanks, armoured
vehicles and automobiles, will be airlifted from June 9 to
June 18 at a distance of several thousand kilometres.
It should be added in this connection that the redeployed
units would train for several days combat operations on the
unfamiliar terrain in the Far Eastern strategic area. "The
Mobility-2004 military exercise is without precedent in the
Russian history by the size of the territory, on which it is
held, and by the variety of armed services taking part in
it," the Defence Ministry representative said.

Mobility-2004 strategic exercises to begin in Russia

Strategic exercises code-named Mobility-2004 will be held in
Russia from June 9-30, according to the training plan of the
Russian armed forces. They will be directed by General of
the Army Anatoly Kvashnin, chief of the general staff of
Russia`s armed forces, RIA Novosti was told on the day
before at the press-service of Russia`s Defense Ministry.
The theme of the upcoming exercises is "Preparing and
Carrying Out an Inter-Theater Regrouping of Troops (Forces)
to the Far Eastern Region", notes the release obtained by
RIA Novosti.
A spokesman for the press-service said that about 50
aircraft of military transport aviation of the Air Force and
of the Transport Ministry of Russia will start ferrying
units of landing troops, Marines, motorized riflemen and
military hardware. "More than 100 pieces of armor and motor
vehicles will be used in the exercises," he added.
The main phase of the exercises will be held between June 21-
25 to practice combat operations in an unfamiliar terrain
and under a variety of geographic and climatic conditions.
Plans will also be prepared for special operations to
localize and destroy terrorist, sabotage and reconnaissance
groups, and to defend the seacoast and the mainland, it was
noted at the press-service.
Besides, servicemen will practice defending strategic
transport communications and coordinating efforts between
leading organs of the armed forces and other structures of
the country.
On May 17, 2004 Russia`s Defense Minister Sergei Ivanov said
that the armed forces of Russia would hold major exercises
in June.
"In June we are preparing large-scale exercises, above all
for stand-by units, which will be lifted from one region of
the country to another by transport aircraft of the Defense
Ministry and partly by civilian aviation - long-haul Il-62
and Il-86 aircraft," Russia`s Defense Minister Sergei Ivanov
said earlier.
On May 28, Lieutenant-General AlexanderMerkulov, Deputy
Commander-in-Chief of the Air Force of Russia for Logistics,
said that within the framework of preparations for the
exercises in June the Air Force was tasked to lay in the
required stocks of aviation fuel at all the country`s
aerodromes. "We have coped with this job," Merkulov said.

Russia to stage large war game in Far East

In June a large war game of the Russian army is due in the
Far East, Defense Minister Sergei Ivanov told journalists on
Tuesday.
"The active phase with lifting permanent-readiness units to
the Far East will be held on June 21 through 25. A permanent-
readiness regiment, airborne and marine units totaling about
800 men, will be airlifted," the defense minister said.
To Sergei Ivanov, one of the goals of the armed forces is
professionalism, mobility and the capacity for operative
troop movements from one region to another.
Even world-scale troops transportation is now topical, he
specified.
"It cannot be done without the use of units of military
transport aviation. The simultaneous use of over 50 planes
will be required for the exercise," he said.
Long-haul civilian planes will also be involved, the Russian
defense minister said. "We`ll simultaneously see how
military and non-military pilots and air traffic controllers
do teamwork on land. I`m sure our exercise will not disrupt
work of civil aviation," Sergei Ivanov said.
In the end of June, west-east air corridors will be very
packed, noted the minister. "We`ve never held such an
exercise since the Soviet times," Sergei Ivanov said.
