한 때 케리가 지지를 확대하고 있다던, 미국 밖에서 케리의 일이 잘 되어 나가고 있지 못하다. 지난 주, 케리가 이라크에의 군대파견토록 베를린을 설득할 수 있고, 美北 직접대화를 지지하도록 도쿄를 설득할 수 있다고 한, 독일 및 일본의 지도자로부터 한방을 먹었다.



수요일 독일 국방장관 페터 슈트루크가 올바른 환경하에서 이라크 파병을 고려하고 있음을 런던 퍼넨셜 타임스와의 인터뷰에서 제시함에 의하여 케리에게 밧줄을 던지려 했다. 그는 케리의 이라크문제관련 세계수뇌회담 구성 발상은 좋은 것이라고 말했다.



이 국방장관이 그의 보스 슈뢰더 총리와의 상의를 분명 잊어, 슈뢰더가 즉각 슈트루크에게 반박했다. 독일 군대는 이라크에 보내지 않을 것이라고 총리가 말했다.



독일 지도자의 성명은 당선된다면 프랑스와 독일이 이라크 재건을 위해 군대파견을 설득하겠다고 한 케리의 주장에 상처를 주었다.



케리는 일본과는 더 운이 나빴다. 지난 주, 일본 수상 고이즈미가 말하기를, 『나는 개입하고 싶지 않다. 그러나 나는 부시와 가깝기 때문에, 그가 잘 해나갔으면 한다』고 했다. 그것은 지지라는 말과 아주 가까운 것이었다.

Where Are Kerry's Friends?

Things are not going well for John Kerry outside the U.S., where

he once claimed he had widespread support. In the last week, the

leaders of Germany and Japan have undercut two of his foreign

policy promises, that he could persuade Berlin to send troops to

Iraq, and Tokyo to back U.S. direct talks with North Korea.



On Wednesday German Defense Minister Peter Struck tried to

throw Mr. Kerry a line by suggesting in an interview with London's

Financial Times that Berlin would consider sending troops to Iraq

under the right circumstances. He said Mr. Kerry's idea of

organizing a world summit on Iraq was a good one.



The defense minister had apparently forgotten to consult with his

boss, Chancellor Gerhard Schroeder, who immediately

contradicted Mr. Struck. German troops will not be sent to Iraq,

no way -- no how, said the chancellor.



The German leader's statement chancellor deflated the

Massachusetts senator's assertion that if elected he would

persuade France and Germany to pony up troops for Iraqi

reconstruction. French cooperation would seem even less likely,

given Jacques Chirac's latest round of Yankee-baiting. In other

words, whatever the Franco-German preference might be in the

American presidential race, these two prominent European

politicians are not even willing to offer a bit of ambiguity to aid the

Kerry cause.



Mr. Kerry had even worse luck with Japan. Late last week,

Japan's Prime Minister Junichiro Koizumi said, "I don't want to

interfere. But I'm close to (U.S. President George W.) Bush, so

I'd like him to do well." That came pretty close to an endorsement.



The secretary general of Mr. Koizumi's Liberal Democratic Party,

Tsutomu Takebe, gave a broad hint that this unusual move had a

lot to do with North Korea. Specifically, it is a response to Mr.

Kerry's vow to go directly to the wily Kim Jong Il in Pyongyang

and persuade him to abandon nuclear weapons -- presumably

through the sheer power of the Kerry personality.



Mr. Takebe explained that his prime minister's comments didn't

only have to do with good chemistry with Mr. Bush. "I think there

would be trouble if it is not President Bush," he said. "Mr. Kerry is

trying to address the North Korean problem bilaterally, which is out

of the question." He added that "to negotiate over Japan's head

on issues including (the North's) nuclear development would be

exactly what North Korea wants."



In the first televised U.S. debate, Mr. Bush said the Kerry's

version of the approach of former President Clinton had proved

unworkable. North Korea broke the bilateral agreement the

Clintonites had so proudly fashioned. He promised to continue

with the six-power talks in which North Korea's neighbors,

especially China and Japan, are being asked to use their leverage

to divert Kim from his dangerous course.



After the debates, Mr. Kerry's presumptive secretary of state,

Senator Joe Biden, said that the other parties to current rounds of

talks with North Korea wanted the U.S. to hold direct talks with the

North. Considering what senior officials in Japan have just said on

the record, we wonder where the Kerry campaign gets its

information.
