[워싱턴 23日 共同] 北朝鮮(북조선) 등이 核爆彈(핵폭탄)을 使用(사용)해 모든 電子(전자) 시스템을 破壞(파괴)하는 「電磁(전자) 펄스(pulse) 武器(무기)」[EMP, Electromagnetic Pulse]를 開發(개발)할 憂慮(우려)가 있다 라는 報告書(보고서)를, 美 政府(정부)의 「EMP攻擊調査委員會(공격조사위원회)」[Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack]가 7月22日, 美 下院(하원) 軍事委員會(군사위원회)에 提出(제출)했다.



EMP 武器는 上空(상공)에서 核爆發(핵폭발)을 일으켜 發生(발생)하는 電磁 펄스를 利用(이용)해 電子 시스템을 破壞하는 構造(구조). 小型核爆彈(소형핵폭탄)으로 廣範圍(광범위)하게 壞滅的(괴멸적)인 被害(피해)를 줄 수가 있어, 컴퓨터 등의 네트워크(network)나 情報(정보) 시스템 등 都市機能(도시기능)을 完全(완전)하게 麻痺(마비)시킨다 라고 여겨진다.



報告書는, 北朝鮮이나 이란이 『開發可能(개발가능)하며, 抑止(억지)는 困難(곤란)』이라고 結論(결론)을 내리며, 『北朝鮮 등 國家(국가) 뿐만이 아니라, 테러리스트(terrorist)도 使用할 可能性(가능성)이 있다』라고 警告(경고)하고 있다.

● 美위원회 "北ㆍ이란, 핵으로 美컴퓨터망 교란 우려"

(워싱턴 교도=연합뉴스) 북한과 이란이 미국의 컴퓨터 네트워크를 교란시킬 수 있는 전자펄스(EMP)를 생성하기 위해 고공에서 핵 폭탄을 터뜨리는 방안을 모색중일지 모른다고 미 정부의 태스크포스팀이 22일 경고했다.



미 의회의 태스크포스인 EMP공격평가위원회는 이날 하원 군사위원회에 제출한 보고서에서 북한과 이란 같은 불량 국가들이 EMP 위협을 가할 수 있는 능력을 개발중일 가능성이 있다고 밝혔다.



위원회는 "EMP 무기는 우리 사회를 위험에 빠뜨리는 잠재력을 지녀 우리 군의 패배를 초래할 수 있다"며 "미국은 이같은 공격을 저지할 수 있는 국제 환경을 만들어야한다"고 주장했다.

WASHINGTON (Reuters) - North Korea and Iran may be seeking

the ability to attack the United States by triggering a

nuclear device at high altitude to disrupt vital computer

networks, a congressionally mandated task force reported on

Thursday.



Looking out 15 years, the panel said the detonation of a

nuclear device above the United States "has the potential to

hold our society at risk and might result in defeat of our

military forces."



U.S. forces are increasingly dependent on digital networks

for finding, tracking and killing their foes.



The task force was chartered by the Repulican-controlled

Congress to assess the threat from a weapons-

generated "electromagnetic pulse," or EMP, that could fry

electronics and disrupt financial and other networks.



"Rogue states, such as North Korea and Iran, may also be

developing the capability to pose an EMP threat," said the

Commission to Assess the Threat to the United States from

Electromagnetic Pulse Attack.



The nine-member commission did not specify in publicly

available material the source of its information on North

Korea and Iran, which President George W. Bush grouped with

prewar Iraq in what he called an "axis of evil."



Russia and China had "considered" limited nuclear attack

options that, unlike their Cold War plans, involve EMP as

their primary or sole weapon, it said.



"The U.S. must establish a global environment that will

profoundly discourage such attacks," the report said. It

also must develop the capability to "fail as gracefully as

possible" if financial and other networks were knocked out.



The Pentagon had no immediate comment.



Seven members of the commission were appointed by Secretary

of Defense Donald Rumsfeld, with the others named by the

Federal Emergency Management Agency. The findings were

unanimous.



It was headed by William Graham, a science adviser to the

late president Ronald Reagan and member of two

congressionally chartered panels - on ballistic missiles and

space - that Rumsfeld led before Bush took office in 2001.



The report's executive summary was made public at a hearing

of the House of Representatives Armed Services Committee. A

detailed assessment of potential threats was classified.
