合同訓鍊施設設置(합동훈련시설설치)에 合意(합의)

[시드니 8日 共同] 오스트레일리아의 힐(Robert Hill) 國防長官(국방장관)은 7月8日, ABC(Australian Broadcasting Corporation) 라디오와의 會見(회견)에서, 오스트레일리아와 美國이 合同防衛訓鍊施設(합동방위훈련시설)을 兩國(양국)에 設置(설치)하는 것에 合意(합의)했다고 밝혔다.



國防長官은 美國 訪問中(방문중), 7月7日에 럼스펠드(Donald H. Rumsfeld) 美 國防長官과의 사이에 미사일 防衛(방위)의 協力(협력)에 관한 覺書(각서)[memorandum]에 調印(조인). 同時(동시)에 兩國軍(양국군)의 訓鍊施設設置(훈련시설설치)에 대해서도 合意했다.



國防長官에 의하면, 오스트레일리아側(측)의 合同訓鍊施設(합동훈련시설)은 퀸즈랜드州(주)[Queensland]의 쇼울워터灣(만)[Shoalwater Bay]의 訓鍊場(훈련장)에 設置(설치)된다. 그리고, 北部特別地域(북부특별지역)[準州(준주)]의 블래드쇼(Bradshaw) 基地(기지)는 水陸兩用演習(수륙양용연습)에, 델라미어(Delamere) 航空訓鍊場(항공훈련장)은 航空演習(항공연습)에 利用(이용)될 展望(전망).



힐 國防長官은, 合同訓鍊施設은 2007年 兩國軍의 合同演習(합동연습)에 쓸 수 있도록 設置된다고 말했다. 合同訓鍊施設의 設置는 東西冷戰終結後(동서냉전종결후)의 美軍 再編計劃(재편계획)의 一環(일환). 國防長官은 「美軍이 오스트레일리아에 常駐(상주)하는 것은 想定(상정)하고 있지 않다」라고 하고 있다. (쿄오도통신)

Queensland site for joint training

THE Shoalwater Bay Training Area in Queensland will be the

main site for a joint US-Australian military training area,

under a joint training deal agreed in Washington today.



Attending the annual Australia-United States ministerial

talks (AUSMIN), Defence Minister Robert Hill announced the

Australia Defence Force base had been slated for a further

upgrade.



Senator Hill said other training areas, at Delamere and

Bradshaw in the Northern Territory, also would be involved

in joint training.



He said the Americans were keen on Shoalwater Bay because it

already had hosted many joint training exercises.



"It is the most developed of our major training bases. It

has been utilised and appreciated by the US in the past," he

told ABC radio.



"There has been a process of consultation as to what the US

is looking for in relation to future training needs in the

region. We obviously want to take advantage of that and get

the benefits of what instrumentation would bring in terms of

a world class facility."



Senator Hill said it was expected the Bradshaw Training Area

would be used for land and perhaps amphibious training

operations while the Delamere range would be used for joint

air training operations.



It is hoped the new training base at Shoalwater Bay will be

ready for the major exercise Talisman Favour in 2007.



Senator Hill said the benefit of the joint training

facilities for Australia would be to have the ADF trained to

the highest possible standards.



He said this was training which Australia might in some

circumstances need to use alone and in other circumstances

use in coalition.



Shoalwater Bay locals plan to use the announcement to press

for improvements to their roads, with mayor Bill Ludwig

saying farmers had decided now was the time to press for

roads to be fixed.



"There are certainly major issues when those exercises

happen. It impacts on our primary producers. There`s

significant damage to export beef," he told the ABC.



"We have called on the Federal Government to be good

corporate citizens and put proper capital investment into

the road infrastructure.



"Our local community has indicated that they would be

prepared to blockade the roads as a protest so that they are

heard."
