미국의 불행을 예고하며 평화를 그렸던 고별사
앞서 제2차 중동전쟁의 휴전등을 가져온 아이젠하워의 정치철학 즉 아이젠하워 독트린을 들여다 봤다. 아이젠하워가 전쟁가 평화에 대한 얼마나 탁월한 통찰력을 가진 인물이고, 평화에 대한 신념이 투철했으며, 특정국가의 제국주의적인 권력보다 다수국가의 평화적 공존을 꿈꾸며 실천했던 인물인가를 들여다 볼 수 있다. 여기에 또 하나의 감동적이면서 명민한 분석과 예지력, 인간에 대한 무한한 사랑이 듬뿍 담긴 또 하나의 글을 소개한다. 그가 1961년 1월 8년간의 대통령직을 그만두고 물러나면서 대국민 고별사로 남긴 글이다.
비록 45년 전 일이지만, 미국이란 나라의 바람직한 위상 설정과 관련해 시사하는 바가 크다. 이글을 통해 그가 일찌기 강력해진 미국이 오늘날처럼 힘에 의존해 주변국의 의사와 무관하게 힘을 행사하는 폭력적 전제국가로 전락할 수 있다는 것을 불행히도 예견했고, 그런 만큼 사랑하는 조국 미국이 잘못된 길에서 벗어나 바른 길을 걸어갈 수 있기를 간절히 열망했던 것을 오늘날 안타깝게 들여다보게 된다. 고별사를 원문 그대로 발췌해 재정리하며 아이젠하워가 그렸던 평화 지킴이로서의 미국, 인류 공동번영의 책임있는 맏형으로서 미국의 모습을 간절히 상상해 본다. 또하나, 국제정치에서 미국의 위상 뿐 아니라 현대 산업국가에서 당면할 수 있는 국가운영상의 문제점을 최고 권력자로서 느꼈던 절절한 심정으로 담아내 오늘날 우리사회에 시사하는 바도 적지 않음을 덤으로 챙겨 볼 수 있다.

Farewell Address to the Nation on January 17, 1961:
나의 미국인 친구들이여.
이제 3일 뒤면 나는 반세기동안 이어온 조국에 대한 봉사를 마치게 됩니다. 전통적인 엄숙한 예식에 따라 후임자에게 자리를 물려줍니다. 떠나면서 나는 몇몇 생각을 고별사 비슷하게 조국의 친구들과 나누고 싶습니다. My fellow Americans: Three days from now, after half a century in the service of our country, I shall lay down the responsibilities of office as, in traditional and solemn ceremony, the authority of the Presidency is vested in my successor. This evening I come to you with a message of leave-taking and farewell, and to share a few final thoughts with you, my countrymen.
20세기의 한 중간 10년을 대통령으로 보내면서 4개의 전쟁을 겪었습니다. 이중 3개는 우리 조국 미국이 직접 개입된 전쟁이었습니다. 이런 대량학살 전쟁 틈바구니 속에서도 미국은 세계에서 가장 강력하고 영향력이 크며 생산적인 나라로 우뚝 섰습니다. 이런 미국의 탁월함에 대해 자랑스러워 하면서 우리는 깨달아야 할 것이 있습니다. 미국의 리더십과 특권이라는 것이 어느 나라에도 견줄 곳이 없는 우리의 물질적인 성장과 부유함, 군사적 강력함에 달려 있는 것이지만, 또 하나, 그것이 세계 평화와 인류의 행복 증진이라는 관심사에 우리의 힘을 어떻게 사용하느냐에도 달려 있다는 것을 잊지 말아야 한다는 점입니다. We now stand ten years past the midpoint of a century that has witnessed four major wars among great nations. Three of these involved our own country. Despite these holocausts America is today the strongest, the most influential and most productive nation in the world. Understandably proud of this pre-eminence, we yet realize that America's leadership and prestige depend, not merely upon our unmatched material progress, riches and military strength, but on how we use our power in the interests of world peace and human betterment.
자유 민주주의 아래 걸어온 험난한 모험의 여정에서 미국의 목표는 모든 나라 사이에서 평화를 지키고, 인간 행복의 증진과 자유, 존엄, 통합을 드높이는 것이었습니다. 그러나 이런 고상한 목적을 향한 진보는 세상을 지금 혼란속으로 몰아넣는 갈등에 의해 늘 위협받게 마련입니다. 우리는 지구촌 전역에서 신실함이 없으며, 목적이 무도하고, 방법이 교활한 그런 적대적인 이념과 맞닥트려 있습니다. 불행하게도 이런 위험은 기약없이 지속될 수 있습니다. 이에 성공적으로 대처하기 위해서는 감정적이고, 일시적인 희생이 아니라 꾸준하고 확실한 그리고, 복잡하면서도 지속적인 투쟁에 불평없이 매진할 그런 희생이 필요합니다. 자유를 건 투쟁입니다. 이 길만이 어떤 도발에도 불구하고, 우리를 살아 남게 해줄 것입니다. 영원한 평화와 인류의 행복증진이라는 우리의 숭고한 여정에서 말입니다. Throughout America's adventure in free government, our basic purposes have been to keep the peace; to foster progress in human achievement, and to enhance liberty, dignity and integrity among people and among nations. Progress toward these noble goals is persistently threatened by the conflict now engulfing the world. We face a hostile ideology -- global in scope, atheistic in character, ruthless in purpose, and insidious in method. Unhappily the danger is poses promises to be of indefinite duration. To meet it successfully, there is called for, not so much the emotional and transitory sacrifices of crisis, but rather those which enable us to carry forward steadily, surely, and without complaint the burdens of a prolonged and complex struggle -- with liberty the stake. Only thus shall we remain, despite every provocation, on our charted course toward permanent peace and human betterment.

Akin to, and largely responsible for the sweeping changes in our industrial-military posture, has been the technological revolution during recent decades. In this revolution, research has become central; it also becomes more formalized, complex, and costly. A steadily increasing share is conducted for, by, or at the direction of, the Federal government.
지난날 작은 가게에서 힘써 일하던 개인 발명가는 오늘날 실험실에서 일하는 과학자집단에 가려 빛을 잃고 있습니다. 마찬가지로 오랜 역사를 통해 자유로운 사상과 학문적 발견의 온실이 됐던 대학도 연구분야에서 혁명적인 변화를 경험하고 있습니다. 비용이 증가하기 때문이기도 하지만, 정부와의 계약이 지적인 호기심을 대체하기 때문입니다. 칠판은 컴퓨터로 대체되고 있습니다. Today, the solitary inventor, tinkering in his shop, has been overshadowed by task forces of scientists in laboratories and testing fields. In the same fashion, the free university, historically the fountainhead of free ideas and scientific discovery, has experienced a revolution in the conduct of research. Partly because of the huge costs involved, a government contract becomes virtually a substitute for intellectual curiosity. For every old blackboard there are now hundreds of new electronic computers.
연방정부에 고용되는 과학자들의 지배와 연구프로젝트 할당, 돈의 힘이 어느 때 보다 중요해지고 있습니다. 그러나, 우리는 과학적 연구와 발명의 중요성을 인식하면서도 동시에 정반대의 위험성도 깨달아야 합니다. 바로 공공정책이 과학 기술자 집단의 포로로 전락하는 것 말입니다. 과학 기술자 집단과 다른 집단들 그리고 신규세력과 과거 세력을 통합하고 균형을 유지하며 새로운 형태의 관계를 설정해 나가는 것이 바로 정치인들의 몫입니다. 우리가 자유사회에서 지상과제로 여겨 온 민주적 시스템과 원칙아래서 말입니다. The prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present and is gravely to be regarded. Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientifictechnological elite. It is the task of statesmanship to mold, to balance, and to integrate these and other forces, new and old, within the principles of our democratic system -- ever aiming toward the supreme goals of our free society.

Down the long lane of the history yet to be written America knows that this world of ours, ever growing smaller, must avoid becoming a community of dreadful fear and hate, and be instead, a proud confederation of mutual trust and respect. Such a confederation must be one of equals. The weakest must come to the conference table with the same confidence as do we, protected as we are by our moral, economic, and military strength. That table, though scarred by many past frustrations, cannot be abandoned for the certain agony of the battlefield.
군비감축과 상호존중, 신뢰는 지속적으로 필요합니다. 동시에 우리는 무기로서가 아니라 지성과 고상한 목표로 서로의 차이를 극복하는 방법을 배워야 합니다. 이런 필요성이 너무나 절박하고 명백하기에 나는 솔직히 지금 대통력직을 물러나는 이순간 실망스럽다는 고백을 하지 않을 수 없습니다. 전쟁의 공포와 처참한 슬픔을 목격한 사람으로서, 또 다른 전쟁이 발생해 수 천년간 공들여 건설한 문명을 천천히 그리고 고통스럽게 파괴할 수 있다는 것을 아는 사람으로서, 나는 평화가 지속되기만을 간절히 바랍니다. 다행스럽게도 나는 전쟁은 피할 수 있었다고 말할 수 있습니다. 우리의 궁극적 목적을 향한 꾸준한 행진이 계속되고 있습니다. 그러나, 할 일이 너무 많이 남아 있습니다. 이제 평범한 시민으로 이 세계가 평화의 길을 따라 걸어갈 수 있도록 돕는 일을 절대 그만두지 않을 것입니다. isarmament, with mutual honor and confidence, is a continuing imperative. Together we must learn how to compose differences, not with arms, but with intellect and decent purpose. Because this need is so sharp and apparent I confess that I lay down my official responsibilities in this field with a definite sense of disappointment. As one who has witnessed the horror and the lingering sadness of war -- as one who knows that another war could utterly destroy this civilization which has been so slowly and painfully built over thousands of years -- I wish I could say tonight that a lasting peace is in sight. Happily, I can say that war has been avoided. Steady progress toward our ultimate goal has been made. But, so much remains to be done. As a private citizen, I shall never cease to do what little I can to help the world advance along that road.
나는 오늘 대통령으로서 마지막으로 국민 여러분께 안녕히 주무시라는 말을 전합니다. 그동안 전쟁시기와 평화시기 나에게 부여해준 많은 임무에 대해 정말 가슴깊이 감사드립니다. 나는 그런 일 속에서 여러분들이 무엇인가 가치있는 것을 발견했기를 바랍니다. 나는 미래에도 여러분들이 더 잘 해나 갈 길을 발견할 수 있을 것이라 믿습니다. 친애하는 국민 여러분과 나는 신의 가호아래 모든 나라가 평화와 정의라고 하는 목표에 도달할 수 있도록 우리의 신념을 더욱 다져야 할 필요가 있습니다. 우리는 이 목표에서 절대 빗나가지 않아야 하고, 힘을 갖고 자신감 있되 겸손하게 그리고 부지런히 우리 국가의 최대 목표를 향해 나가야 합니다. You and I -- my fellow citizens -- need to be strong in our faith that all nations, under God, will reach the goal of peace with justice. May we be ever unswerving in devotion to principle, confident but humble with power, diligent in pursuit of the Nation's great goals.
나는 다시 한 번 지구상 모든 이에게 미국의 간절하면서도 지속적인 열망을 강조합니다. To all the peoples of the world, I once more give expression to America's prayerful and continuing aspiration: We pray that peoples of all faiths, all races, all nations, may have their great human needs satisfied; that those now denied opportunity shall come to enjoy it to the full; that all who yearn for freedom may experience its spiritual blessings; that those who have freedom will understand, also, its heavy responsibilities; that all who are insensitive to the needs of others will learn charity; that the scourges of poverty, disease and ignorance will be made to disappear from the earth, and that, in the goodness of time, all peoples will come to live together in a peace guaranteed by the binding force of mutual respect and love.
