As police continue their investigation into private revenge services—where individuals pay others to carry out acts of retaliation—the first person to solicit such a service has been arrested. The incident was revealed to be an extension of stalking against a former romantic partner.
Reporter Kim Gyu-ri has this exclusive report.

An apartment complex in Pyeongtaek, Gyeonggi Province, last December.
A man is seen posting flyers in front of an elevator, lingering near an entrance, and then moving into a blind spot of the CCTV cameras.
A moment later, he leaves something behind, takes a photo as proof, and leaves the scene.
He had smeared filth on the front door and scattered flyers containing false information about the resident, a woman identified as A, in the hallway.
It was a textbook example of an operative carrying out a private revenge attack.
When reporting the damage to the police, A also filed a complaint stating that a man in his 30s, identified as B, had been stalking her.
A's address was actually found in the search history of a subcontractor for Baedal Minjok, where a member of the private revenge organization had been working under a false identity.
In police questioning, A stated, "I dated B briefly for about two weeks in the autumn of 2024. Even after I clearly told him not to contact me, he continued to reach out and would suddenly appear around me until October of last year."
Feeling her safety was threatened, A changed her phone number and even installed a CCTV camera at her front door, but it was to no avail.
[A / Victim: I think I installed the CCTV in the winter of 2025. I was so terrified. Because of the stalking, I even got a completely new phone number. But just two days later, I received a message on the new number.]
While B denies soliciting the revenge attack against A, it is reported that the police have secured evidence of the solicitation from B's mobile phone.
Consequently, the Seoul Yangcheon Police Station recently requested an arrest warrant for B on charges including abetting trespassing, abetting property damage, defamation, and stalking.
While police investigating private revenge crimes have previously arrested the operatives and the leaders of these criminal organizations, this marks the first time a client who solicited such a revenge attack has been apprehended.
