The second comprehensive special counsel team, led by Kwon Chang-young, has launched another raid on the Supreme Prosecutors' Office regarding the suspected complicity in insurrection by former Prosecutor General Shim Woo-jung.
Through a media notice today (Aug. 6), the special counsel team stated, "Starting at 10 a.m., we are executing search and seizure warrants against officials in the Emergency Safety Officer's Office and the Information and Communications Division of the Supreme Prosecutors' Office in connection with the charges of participation in a primary mission of insurrection against former Prosecutor General Shim and former Jeon Moo-gon, former head of the Planning and Coordination Department at the Supreme Prosecutors' Office."
The special counsel team suspects that Shim was complicit in the insurrection, such as reviewing the dispatch of prosecutors to the martial law joint investigation headquarters upon the instructions of former Justice Minister Park Sung-je.
They suspect that discussions regarding such complicity in the insurrection took place during a meeting of senior Supreme Prosecutors' Office officials held on the day of the emergency martial law, and are verifying related details.
The emergency safety officer reportedly attended the senior officials' meeting at the time and explained matters concerning martial law regulations.
Emergency safety officers, stationed in various government ministries, oversee tasks for responding to national emergencies such as emergency martial law.
Previously, during the raid on the Supreme Prosecutors' Office, the special counsel team secured a document titled "Trial Jurisdiction Under Emergency Martial Law," which outlines trial and investigation jurisdiction under emergency martial law.
In the process of questioning officials at the Supreme Prosecutors' Office, they also secured testimony to the effect that "they discussed how to respond to crimes that would fall under the jurisdiction of military courts if martial law were actually implemented."
Earlier, the special counsel team requested arrest warrants for former Prosecutor General Shim and former Department Head Jeon on charges of participating in a primary mission of insurrection and abuse of authority, but the court dismissed them.
