In Seongbuk-gu, Seoul, puppies have been found abandoned consecutively inside garbage bags with their mouths tied with rubber bands. Given that a total of seven puppies were abandoned in close proximity, the possibility has been raised that it was the act of the same person.

Reporter Yeo Hyeon-gyo has the story.

A walking trail in Seongbuk-dong, Seoul.

Office worker Jung Min-ji discovered a black plastic bag twitching here on the night of November 2.

[Jung Min-ji / Rescuer of the 'Abandoned Puppy': At first, the bag was flapping around like this. So I thought a mouse or a bird was inside and opened it, and there was a puppy with its snout tied up. Along with household waste.]

The mouth of the puppy inside the bag was tightly bound with a rubber band, and it could hardly walk.

When taken to an animal hospital, it was found to have an abdominal hernia and a torn ear.

However, around 6:00 a.m. the next day, another citizen discovered a puppy inside a bag with a fractured hind leg near the Mia-ri Pass, and on the night of the following day, another five puppies were found all at once.

The place where the puppies were found once again is near this patch of bushes, about 500 meters away from the first discovery site.

They were put in boxes or wrapped in furoshiki (wrapping cloths), and some of the puppies had their mouths taped shut.

A total of seven abandoned puppies have been found in this area over the span of three days.

The three discovery sites are within a radius of about 1 kilometer from one another, and the methods of abandonment are similar, raising the possibility of a crime committed by the same individual.

[Park Young-hun / Lawyer: Even if the abandoned animals are not injured or killed, the act of abandonment itself can be punished with a fine of up to 3 million won.]

Jung, who is currently caring for the puppies, plans to file a complaint with the police soon with the help of an animal protection organization.
