The Ministry of the Interior and Safety (MOIS) announced that it held a meeting on safety management measures involving related agencies for crowd control during Halloween, chaired by Minister Yoon Ho-jung today (the 20th).

The meeting was arranged to review safety management measures and strengthen cooperative systems, focusing on major commercial districts such as Itaewon and Hongdae, ahead of Halloween on October 31.

MOIS will operate a special 10-day crowd management period for Halloween from October 23 to November 1, designating a total of 28 key management areas: 14 in Seoul, 4 in Gwangju and South Jeolla Province, 3 in Busan, 2 each in Gyeonggi Province and Daejeon, and 1 each in Daegu, Incheon, and North Jeolla Province.

Among them, pre-inspection teams and on-site situation managers will be dispatched to 12 locations where particularly large crowds are expected to gather: Itaewon, Hongdae, Seongsu-dong, Konkuk University area, Gangnam Station, Apgujeong, Myeong-dong, and Ikseon-dong in Seoul; the Cheomdan district in Gwangju and South Jeolla Province; Seomyeon in Busan; Dongseongro in Daegu; and Dunsan-dong in Daejeon.

They plan to inspect whether safety management plans have been established, the deployment of on-site safety personnel, facility safety management, and bottleneck management conditions, while closely monitoring the situation on-site until crowds safely disperse on Halloween day.

MOIS urged citizens to follow safety rules, such as refraining from visiting densely populated areas, maintaining safe distances in bottleneck zones, following safety personnel's guidance for one-way traffic on the right, and reporting dangerous situations to 112 or 119.

Minister of the Interior and Safety Yoon Ho-jung said, "We will make utmost efforts in crowd safety management so that citizens can spend their daily lives with peace of mind anywhere, anytime," adding, "We also ask citizens enjoying the Halloween festival to familiarize themselves with behavioral guidelines and cooperate with instructions to maintain on-site order."
