Data shows that the National Tax Service's investigations into the sources of funds for property acquisitions increased significantly last year at regional tax offices outside of the Seoul Regional National Tax Service.

Lawmakers have pointed out the need to check whether the targets of these investigations were selected in line with the purpose of targeting speculative demand.

According to data submitted by the National Tax Service to Representative Kim Sang-hoon of the People Power Party on the Strategy and Finance Committee today (October 12), property transaction-related fund source investigations increased by 19.2% from 338 cases in 2024 to 403 cases in 2025.

Over the same period, additional taxes collected rose by 18.3% from 37.8 billion won to 44.7 billion won.

Investigations by the Seoul Regional Office increased by 3.5% from 226 to 234 cases, while tax collections actually decreased by 2.0% from 24.7 billion won to 24.2 billion won.

In contrast, investigations by six regional offices outside of Seoul surged by 50.9% from 112 to 169 cases, and tax collections jumped by 56.5% from 13.1 billion won to 20.5 billion won.

Out of the total increase of 65 cases, 57 cases (87.7%) came from regional offices outside of Seoul.

The proportion of total investigations handled by regional offices outside Seoul grew from 33.1% to 41.9%.

The Busan Regional Office recorded the highest growth rate in the number of investigations at 93.3% (from 15 to 29 cases).

It was followed by the Incheon Regional Office at 73.1% (from 26 to 45 cases), the Jungbu Regional Office at 38.1% (from 42 to 58 cases), and the Daegu Regional Office at 36.4% (from 11 to 15 cases).

Tax collections increased by 164.5% from 3.1 billion won to 8.2 billion won for the Jungbu Regional Office, and by 100.0% from 1.8 billion won to 3.6 billion won for the Daegu Regional Office.

The performance records of these regional offices are based on the jurisdiction of the investigated individuals' addresses, not the locations of the properties.

Representative Kim emphasized that since the National Tax Service announced the launch of comprehensive inspections on high-priced homes in key Seoul areas such as the "Han River Belt," the "Gangnam 4 districts," and "Mapo-Yongsan-Seongdong" starting in October of last year, he will closely examine this year's performance.

Representative Kim Sang-hoon stated, "While the National Tax Service has emphasized verifying ultra-high-priced homes in Seoul, there is concern over whether it is only burdening innocent actual homebuyers in local regions," adding, "An inspection is necessary to verify whether the selection of investigation targets is being carried out in alignment with the objective of targeting speculative demand."
