In broad daylight, a man who appears to be in his 20s enters the elevator as naturally as if he were a resident.
Without covering his face, the man gets off at the top floor and walks down the public stairwell, hiding devices containing synthetic cannabis in various spots.
Just a few hours earlier, another man had visited the same apartment complex.
Near midnight, he headed to the top floor in the elevator, his face covered by a hat and mask.
Using the same method, he went around 10 different building lines over four hours to hide the drugs, and there were several close calls where he almost ran into residents.

Drugs were discovered again last month.
A management office employee found the drugs in three consecutive locations while inspecting the facilities.
The drugs were hidden in public facilities that are not easily noticed by residents, such as fire hydrants or emergency exit lights.

The perpetrators had attached magnets to the drugs to hide them inside.
This apartment complex is 30 years old, and because there are no security codes on the main entrances, outsiders can come and go freely.
