Public anxiety has been mounting as crimes in close relationships, such as between family members and romantic partners, as well as abnormal-motive crimes such as stabbing rampages targeting unspecified individuals, have continued to occur.

President Lee Jae-myung convened a "Pan-Government Response Meeting for an Ultra-Safe Society" with the heads of nine related government agencies, including the Ministry of Justice, the Ministry of Gender Equality and Family, and the National Police Agency, to formulate countermeasures.

President Lee emphasized the need to prepare extraordinary measures, stating that such crimes are grave issues that jeopardize not only individual victims but also the safety of society as a whole.

In particular, he pointed out that cases where victims are exposed to persistent threats or fail to receive adequate protection even after reporting danger are repeatedly occurring, stressing that such situations must no longer be tolerated.

He also ordered that recurrence prevention measures be formulated by analyzing crimes that have already occurred, and called for a sweeping shift from post-crime response to a proactive prevention system.
