Over the next two years, the task force will reorganize current penalty regulations to ease excessive administrative penalties that burden citizens and businesses, while strengthening financial accountability for illegal acts and responding strictly to socially condemned crimes.

To this end, it will conduct a comprehensive review of 11,165 penalty regulations and establish comprehensive criteria for penalty rationalization that encompasses the entire penalty system.

An advisory committee composed of experts from academia and the legal profession will also be operated during this process.

Upon its launch, the task force plans to immediately conduct a preliminary investigation into approximately 1,200 penalty regulations selected based on their importance and impact. Based on this, it plans to formulate and announce a comprehensive standard for penalty rationalization and a two-year roadmap within this year.
