President Lee Jae-myung emphasized that the government must respond to the recent string of violent crimes with the resolve of declaring war. As a prevention-focused measure, the government decided to review plans to operate isolation facilities that would separate domestic violence perpetrators from their residences first.

Nine relevant government agencies, including the Ministry of Justice, the Ministry of Government Legislation, and the National Police Agency, gathered for the "Pan-Government Response Meeting for an Ultra-Safe Society."

President Lee Jae-myung emphasized the need to devise extraordinary measures, calling recent relationship-based crimes and crimes with abnormal motives grave issues that threaten not only individual victims but also the safety of society as a whole.

In particular, he pointed out that cases continue to recur where victims remain exposed to persistent threats or fail to receive adequate protection even after reporting the danger. In the closed-door meeting that followed, the National Police Agency reported that it will review and pursue new initiatives, such as "operating perpetrator isolation facilities" to first remove perpetrators from their residences when domestic violence occurs, rather than having victims flee the violence.

Under the current system, emergency temporary measures allow the immediate eviction of perpetrators from their homes without prior court approval, but criticism has persisted that stronger victim protection measures are necessary.

An official from the presidential office explained, "This is what victims have requested the most," adding, "The police will review specific plans for implementation."

During the meeting, the introduction of "life imprisonment without parole" was reported as a way to permanently isolate heinous offenders from society and protect the human rights of victims and their bereaved families. Discussions were also held on expanding support programs that offer discounted security cameras and emergency bells to female small business owners and single-person households.

The government plans to prioritize tasks that can be executed immediately so they can be completed before the end of the year.
