Gyeonggi Province announced on October 20 that it will carry out its first organizational restructuring under the 9th popular election term, downsizing from the current "30 bureaus, 5 divisions, and 151 departments" to "25 bureaus, 5 divisions, and 141 departments," thereby reducing 5 bureaus and 10 departments.

According to the restructuring plan, to overcome its biggest pending issue of a fiscal crisis, the province will newly establish a Fiscal Planning Bureau to oversee revenue forecasting, budget formulation, and public property management, consolidating dispersed financial functions and enhancing the efficiency of fiscal operations.

It will also newly create a Fair Economy and Society Bureau, integrating the functions of fair economy, special judicial police, tax delinquency collection, and administrative appeals, to strengthen the establishment of fair order and relief for residents' rights.

The Transportation Bureau, Railway, Port and Logistics Bureau, and Gyeonggi International Airport Promotion Division will be integrated and upgraded into the Transportation Innovation Office, tasked with connecting various transportation modes and overseeing and coordinating metropolitan transportation policies.

In addition, economic and industry-related functions will be integrated into the Economic and Industry Office to operate on two main axes: the livelihood economy and semiconductors and advanced industries. A Semiconductor and Advanced Industry Planning Office will be newly established to boost the semiconductor industry.

The Balanced Development Planning Office, Peace Cooperation Bureau, and Gyeonggi Northern Special Self-Governing Province Promotion Division will be integrated into the Peace and Balanced Planning Office.

The plan is to connect dispersed functions of balanced development, support for border areas, and peace cooperation to enhance the driving force behind responses to issues in the northeastern region of Gyeonggi and regional development policies.

Furthermore, to comprehensively support youth and adolescents in entering society and achieving independence, the Future Lifelong Education Bureau will be reorganized into the Future Generation Bureau, and the Labor Bureau will be reorganized into the Labor and Industrial Safety Bureau to strengthen the response system for safety and protection of rights in the workplace.

This organizational restructuring plan will go through legislative notice from October 21 to 26 and is scheduled to be submitted to the provincial assembly's regular session opening on November 3.
