Child sex offender Cho Doo-soon broke the electronic monitoring device installed inside his home, but it was confirmed that the Ministry of Justice probation office monitoring him only discovered it 6 days later.

Even after being indicted for damaging the device, Cho repeatedly committed violations, such as cutting off the power to the device and violating the restriction on going out during school hours.

According to rulings and indictments submitted by the Supreme Court and the Ministry of Justice to Democratic Party of Korea lawmaker Kim Dong-ah, Cho damaged the external antenna of the home monitoring device installed in the master bedroom of his home in Ansan, Gyeonggi Province, at around 11:28 AM on June 3 of last year.

Although the signal strength of the device's LTE communication plummeted after Cho damaged the device, probation officers only discovered the broken antenna on the 9th of the same month.

It was reported that Cho usually had delusions that "the antenna was shooting radio waves into his brain," and did not inform probation officers that he had damaged the antenna.

Cho committed a total of 8 electronic device-related crimes from March to October of last year.

There were also 5 violations of the outing restriction.

The violations continued even after the prosecution indicted Cho and requested medical custody on September 10 of last year.

On October 6 of the same year, Cho unplugged the device's power adapter and tripped the circuit breaker in his house to cut off power for 21 minutes, and four days later, he went outside his residence during the 8 AM hour when going out is prohibited.

Damage to devices and violations of compliance matters by electronic monitoring subjects, not just Cho, are repeated every year.

According to Ministry of Justice data, a total of 5,982 violations have been detected from 2021 to July of this year, including violations of outing restrictions and device damage.
