The government plans to announce the remaining 73,000 units of new public housing sites in the Seoul metropolitan area, which were not disclosed in the previous day's housing supply measures, as early as late September or no later than early October.
During a press conference marking his first anniversary in office held at the Government Complex Sejong on the 14th, Minister Kim said, "The 73,000 units (to be additionally announced) are volumes for which consultations have already concluded," adding, "The announcement could come as early as late September, or we expect it could be in early October."
He explained that aside from the 73,000 units, there are additional new housing sites currently under discussion with local governments.
"While discussions have progressed to 80 to 90 percent, some volumes were excluded from this announcement because consultations with local governments have not been firmly finalized," Kim said. "We will continue to announce them as soon as consultations are completed."
Minister Kim also drew a line against criticisms that the government is overly focused on public housing supply while being passive toward the private sector.
"One of the criticizing frames against the Ministry of Land, Infrastructure and Transport is that we only emphasize public supply and neglect private supply, but we have never once said we would only pursue public housing," Kim stated. "The ministry consistently views redevelopment and reconstruction as a vital housing supply policy and is doing its utmost to revitalize them."
Minister Kim apologized as the minister in charge over recent issues regarding rising housing prices and jeonse (lump-sum deposit lease) and monthly rent prices.
"We view the problem of rising sales prices as well as jeonse and monthly rent prices in the real estate market very seriously," he said. "As the minister in charge of real estate, I am sorry for failing to deliver definite responsibility to the public."
Regarding the second relocation of public institutions, he explained that the principle is to relocate to innovation cities barring special circumstances, and that the relocation will be pursued in an "aggregation and concentration" manner to generate synergistic effects by attracting anchor companies and research institutes together.
In addition, in accordance with the president's directive to "challenge for zero remaining in Seoul barring special circumstances," he stated that not only public institutions but also administrative agencies will be reviewed for relocation, and that the principle is to relocate all possible institutions.
