The police are strengthening internal corruption control mechanisms by reducing or exempting disciplinary actions for self-reporters and increasing rewards to promote the reporting of internal corruption within the organization.
The National Police Agency announced today (August 10) that it is pursuing institutional improvements to encourage reports of internal corruption and strengthen the organization's internal self-purification functions.
First, the agency will revise related regulations so that if a whistleblower's own violation of duty is confirmed, disciplinary action can be reduced or exempted if they report it themselves.
The National Police Agency explained that the relevant content was deliberated and resolved at the National Police Commission today, and that it plans to revise the detailed enforcement rules for the Police Official Disciplinary Decree.
This is intended to reduce disadvantages resulting from reporting, considering that internal corruption is difficult to detect from the outside and not easy for parties involved to report directly.
The agency will also promote an anonymous proxy-reporting system through lawyers to guarantee the anonymity of whistleblowers.
The National Police Agency plans to sign business agreements with related legal organizations to support the costs incurred for legal counseling and proxy reporting.
Lawyers will support the entire reporting process, including submitting materials and making statements on behalf of the whistleblower.
The reward fund for reporting internal corruption will also be significantly expanded.
The plan is to increase the reward budget, which is currently at around 27 million won annually, to 100 million won to actively encourage reports of internal corruption such as leaks of secrets or investigative information.
The police explained, "Given the nature of internal corruption, there are limits to external detection or voluntary reporting by the parties involved," adding, "We are pushing for these institutional improvements to strengthen the organization's internal self-purification function and vitalize internal corruption reporting."
