Cheong Wa Dae has announced plans to push for the enactment of a special act on "mega special zones" within the year to support the "three major mega projects" and lower various regulatory hurdles, alongside the establishment of a pan-governmental support council to break down ministerial silos.
During a briefing following the second joint public-private inspection meeting on mega projects held at Cheong Wa Dae today (the 10th), Chief of Staff to the President Kang Hoon-sik stated, "We plan to push for the enactment of the special act on mega special zones within the year to shorten processes such as various permits, approvals, and environmental impact assessments, while rapidly establishing infrastructure including power, water supply, and transportation, as well as settlement conditions such as housing and education."
He added, "Along with the dedicated organization for mega projects scheduled to be newly established within Cheong Wa Dae, a pan-governmental support council for mega projects will be set up under the Prime Minister's Office to support inter-ministerial cooperation."
President Lee Jae-myung stated at the first meeting last month that he would "promptly form a dedicated team in charge of mega projects within Cheong Wa Dae," and Cheong Wa Dae has indeed recently decided to establish a new senior secretary-level position of "National Investment Strategy Advisor" within the Presidential Secretariat.
Regarding the council to be established under the Prime Minister's Office, a high-ranking Cheong Wa Dae official explained, "It is about eliminating barriers between ministries," adding, "The council led by the Prime Minister will handle issues requiring the coordination of differences between ministries, while Cheong Wa Dae will take on major tasks that need to be resolved at a high level."
Chief of Staff Kang Hoon-sik assessed, "About 40 days have passed since the mega project announcement on June 29. Although it is a short time, candidate sites for national industrial complexes have been designated, and plans related to infrastructure such as power and water supply have also been significantly materialized."
He continued, "I express my gratitude for the hard work of officials from related ministries including the Ministry of Trade, Industry and Energy, the Ministry of Land, Infrastructure and Transport, the Ministry of National Defense, and the Ministry of Climate and Energy," and emphasized, "To ensure that the mega projects sail smoothly without a hitch, the government will meticulously inspect and support the implementation of companies' investment plans, and do its utmost to ensure that the industrial ecosystem grows together in the process."
