The second comprehensive independent counsel team has requested an arrest warrant for former Defense Security Commander Hwang Yoo-sung, who is suspected of involvement in the handling of the case regarding the death of Corporal Chae, on charges of abuse of authority and obstruction of the exercise of rights.
An arrest warrant was also requested for Colonel Moon, then head of the Marine Corps dispatched unit under the Defense Security Command, on the same charges of abuse of authority and obstruction of the exercise of rights, as well as coercion of interviews.
Hwang, who led the military intelligence agency at the time of the corporal's death, is suspected of being involved in the process surrounding the handling of Corporal Chae's death along with Colonel Moon.
Previously, the Marine Corps independent counsel team confirmed that Hwang made consecutive phone calls to figures including former Defense Minister Jongseob, former Presidential National Security Office Director Taeyong, former National Security Office 2nd Deputy Director Lim Jong-dok, and former Presidential Secretary for Public Discipline Lee Si-won following the death of Corporal Chae, and questioned him as a reference witness last year.
A telephone recording also surfaced showing Colonel Moon telling former Marine Corps Commandant Kim Gye-hwan in August 2023 to the effect of conducting security education to prevent Marine Corps officers from speaking out about the VIP's outburst.
The comprehensive independent counsel team, which took over the case, has continued its investigation on the grounds that the Defense Security Command systematically intervened in the handling of Corporal Chae's death.
