Regarding the "Act on the Complete Abolition of Prosecutors' Supplementary Investigation Powers" (revision of the Criminal Procedure Act) expected to be put to a vote in the plenary session of the National Assembly today (the 31st), Democratic Party Acting Leader and Floor Leader Han Byung-doo stated, "Next Monday (August 3), we will hold a public briefing on the Criminal Procedure Act to report in detail to the public on what will change and how, and what follow-up measures will be pursued."
During the Supreme Council meeting held at the National Assembly, Acting Leader Han said, "The Democratic Party will fully explain any questions the public may have and carefully address any concerns that are raised."
He emphasized, "Today's revision of the Criminal Procedure Act is not the end of prosecution reform, but the beginning of a new criminal justice system," adding, "It is a historical turning point that ends the concentration of power where prosecutors both investigate and indict, separating investigation and indictment to place prosecutorial power under constitutional and public control."
He added, "There must be no gaps in protecting the public's rights or investigative vacuums during the launch of the new system," and stated, "We will also establish an internal party body to strengthen the rights and interests of crime victims from socially vulnerable groups."
Furthermore, he said, "We will meticulously oversee the refinement of subsequent laws and systems to take full responsibility until the Serious Crimes Investigation Office and the Prosecution Service are stably launched on October 2."
The revision bill for the Criminal Procedure Act was submitted to the plenary session of the National Assembly the previous day.
In response, the People Power Party condemned it as "legislative dictatorship" and entered a filibuster (legal obstruction of proceedings through unlimited debate).
The Democratic Party, which submitted a motion to close the filibuster, plans to end the debate led by the pan-ruling camp and put the bill to a vote around 4:00 PM today, 24 hours after the filibuster began.
