Kim Jong-cheol, Chair of the Broadcasting and Media Commission, announced today (July 16) that the commission is considering phased regulations based on age to address the issue of youth over-immersion in social networking services (SNS), including YouTube and the internet.
During the presidential work briefing held at the Yeongbingwan of the Blue House on this day, Chair Kim stated, "The issue of youth over-immersion is a global phenomenon, and there is a very high level of social interest in it."
He emphasized, "Considering the past experience with the game shutdown system, we must prepare customized policies through social consensus and youth participation rather than approaching it hastily."
Chair Kim also explained, "There are about seven related bills (on SNS regulation) currently proposed in the National Assembly. We are considering a phased approach that would restrict service sign-ups for those under 14, and limit exposure to addictive designs and recommendation algorithms that induce over-immersion for youth aged 14 to 19."
In addition, Chair Kim stressed the necessity of related regulations, noting, "There have been cases overseas where criminal punishment or civil liability for damages has been recognized regarding algorithms and service designs engineered to induce over-immersion."
