It is reported that more than 2,000 people have died in France and Spain alone due to Europe's deadly heatwave.

The people of Europe must already be on the verge of exploding from frustration, but an incident has occurred that is like pouring oil on a fire.

It happened at the European Commission building, where European Union policies are drafted and implemented.

The building has 13 floors in total, and the commission's headquarters sent an emergency text message to its staff.

The message stated that due to power supply issues caused by the ongoing high temperatures, the air conditioning would be forcibly shut off.

However, the forced shutdown only applied to floors 1 through 7.

A report revealed that the air conditioning on the 8th floor and above was left untouched.

Why were the floors separated, with the lower levels forced to turn off their cooling while the upper levels were spared?
