An oriental medicine doctor has been indicted and detained for issuing fake medical certificates to 300 reservists, allowing them to postpone their training over 1,000 times and pocketing more than 40 million won in the process.
The Seoul Central District Prosecutors Office has indicted the 40-year-old doctor, identified as A, on charges of creating and using false medical certificates, violating the Medical Service Act, and obstructing the performance of official duties through deception.
The 300 reservists who received the fake certificates from A to postpone their training have also been indicted on charges including the creation and use of false medical certificates and violations of the Reserve Forces Act.
Doctor A, who operates a clinic in Guro-gu, Seoul, is accused of issuing 1,430 false medical records and certificates to 300 reservists between June 2022 and December 2025 without conducting any in-person consultations, primarily through the KakaoTalk messaging app.
The fake certificates, which A issued for 30,000 won each, stated diagnoses such as sprains in the lumbar spine and pelvis that required three weeks of treatment.
Investigations revealed that A gained a total of approximately 42 million won in illicit profits through these activities.
It was determined that a total of 300 reservists purchased fake certificates from A during this period, and the total number of training sessions they postponed amounted to approximately 2,000.
Among the 300 individuals indicted, 95 used the fake certificates to continuously postpone their training until their eighth and final year of reserve service, effectively completing their service without ever attending the required training.
The prosecution stated, We will strictly punish crimes that cause a sense of relative deprivation and lower the morale of those who faithfully fulfill their duties.
