Floor Area Ratio in Jongno 2 and 3-ga Increased to 600%; Height Restrictions Eased in Seongsu Semi-Industrial Area

The Seoul Metropolitan Government announced that it held the 11th Urban Planning and Architecture Committee meeting on July 1 and approved four proposals, including the amendment to the Jongno 2 and 3-ga District Unit Plan, with modifications.

Following the amendment to the Jongno 2 and 3-ga District Unit Plan, the base floor area ratio has been increased from 450% to 600%, and the allowable floor area ratio has been raised from 600% to 660%, improving project feasibility.

In addition, building coverage ratios will be relaxed when introducing ground-floor street-activating uses along the Cheonggyecheon Stream and the Youth Street in Gwancheol-dong. To foster the jewelry industry in Jongno, floor area ratios and height restrictions can be relaxed by up to 1.2 times when introducing recommended businesses in specific development promotion districts.

To enhance urban competitiveness, the existing management system centered on maximum height has been improved to a "base height-relaxed height" system, and incentive plans have been established, such as partially relaxing height restrictions in rear areas.

The committee also approved, with modifications, the designation and plan for the Seongsu Semi-Industrial District Unit Plan in Seongdong-gu.

To revitalize local industry, floor area ratios and maximum height restrictions will be relaxed by up to 1.2 times when introducing recommended businesses for industrial and distribution development promotion districts, such as information technology (IT), culture, and content industries.

Furthermore, to encourage the construction of red-brick buildings, which have become a local landmark, building coverage ratios will be relaxed by up to 70% for new or expanded red-brick buildings along the Ttukseom Station-Yeonmujang-gil street. Through upper-limit floor area ratio incentives, floor area ratios can be relaxed up to 800%.

The Sinsa-dong 503-2 District Unit Plan, related to the Sinsa Station area revitalization project in Gangnam-gu, was also approved with modifications.

As a result, a building with 8 basement levels and 20 above-ground floors will be constructed on the site.

This building will be developed as a complex facility featuring office and commercial spaces, as well as support facilities for startups and small and medium-sized enterprises.

Construction is scheduled to begin next year, with completion expected in 2029.

The proposal for the designation and plan of the District Unit Plan for the area around 499-1 Banghwa-dong, Gangseo-gu, and the detailed development plan for the special planning district was also approved with modifications. This will allow for the redevelopment of the Korea Airport Corporation building, which is over 40 years old, and the relocation and reconstruction of the Bokjong Senior Center.
