The city of Ulsan announced on Tuesday (June 30) that it has selected nine outstanding proposals submitted by civil servants this year.
The selection process evaluated 63 proposals submitted between May of last year and April of this year.
Following reviews by working-level departments, expert evaluations, and final deliberations by the review committee, the city finalized nine winning proposals: one gold, one silver, two bronze, two encouragement awards, and three effort awards.
The gold award went to "Building an Intelligent Local Tax Audit Standard Model Based on Large Language Models (LLM) to Overcome Data Dead Cross," jointly proposed by Son Won-ik, an official in the Tax Administration Division, and Lee Eun-jung, a staff member.
This proposal involves introducing Small Large Language Model (sLLM) and Retrieval-Augmented Generation (RAG) technologies into local tax audits.
It was recognized as an innovative model that shifts the existing manual-centered investigation process to an AI-based intelligent system, significantly shortening audit periods while simultaneously enhancing the fairness and efficiency of tax administration.
The silver award was given to "Building an IoT-based Integrated System for Fire Engine Water Reserves," proposed by Kim Doo-han, a fire captain, and Cha Kyung-geun, a fire battalion chief, from the Disaster Response Division of the Ulsan Fire Department.
This system uses water level sensors and Internet of Things (IoT) technology to monitor the remaining water in fire engines in real-time and link the data to the situation room.
The bronze awards were presented to "Installation of Emergency Jump Hoses to Secure Stability of Sodium Hypochlorite Supply," proposed by Park Jin-chul and Kwon Sang-woo of the Cheonsang Water Purification Plant under the Waterworks Headquarters, and "Introduction of Water Discharge Equipment Sets to Secure Golden Time for Apartment Complexes with Difficult Access," proposed by Yoon Hyuk, a fire lieutenant, and Ye Hwa-yong, a fire sergeant, from the Disaster Response Division of the Ulsan Dongbu Fire Station.
The city will award certificates and prize money to the winners, and the gold, silver, and bronze award-winning proposals will be recommended for the Ministry of the Interior and Safety's "Central Outstanding Proposal" competition.
To ensure the implementation of these proposals, the city plans to strengthen follow-up management by establishing execution plans for each relevant department and actively incorporating them into municipal policies.
