27. 민주주의 창-평화의 미국④:아이젠하워 2

1)아이젠하워 독트린(Eisenhower Doctrine)의 배경

2차 중동전을 평화로 갈무리한 아이젠하워가 국제정세를 어떻게 바라보고 있으며 중동문제를 어떤 입장에서 접근하려 했는지 이른바 아이젠하워 독트린(Eisenhower Doctrine)에 잘 나와 있다. 전쟁과 폭력을 배격하며 평화와 자유민주주의를 위해 최고 강대국 미국이 가야할 길을 설득력 있게 정리한 팍스 아메리카나(PAX AMERICANA) 초창기의 이상적인 정치철학이다. 비록 반세기전의 국제정세를 담은 내용이지만, 미국이 지구상 유일강국으로 존재하는 그 날까지 곰곰 되새겨 볼 금과옥조(金科玉條)로 손색없다.

아이젠하워가 왜 한국전을 서둘러 종식시키고, 또 인도차이나에서 베트남전을 종식시켰는지, 수에즈 운하 국유화 사건으로 빚어진 제 2차 중동전쟁을 평화적으로 해결했는지 원칙을 담고 있는 아이젠하워 독트린은 1957년 1월 5일 의회에 중동정책의 협조를 구하며 보낸 메시지를 가리킨다. 이집트가 수에즈 운하 국유화를 선언한 뒤 1956년 10월 영국, 프랑스, 이스라엘이 이집트를 침공한 뒤 유엔의 이름으로 휴전을 성사시키고 영국군과 프랑스군을 철수를 성사시킨 직후의 상황이다. 아직, 이스라엘이 점령지에서 철군을 거부하며 강짜를 부리던 시점이다. 아이젠하워는 이스라엘의 고집으로 중동 평화가 위협받을 시점에 놓이자, 특사를 보내기 전 의회의 협력부터 구한 것이었다. 지난 글에서 살펴봤듯이 1957년 1월 5일 독트린을 발표한 아이젠하워는 특사를 보내 이스라엘로 하여금 중동평화안을 받아들이도록 압력을 가했고, 결국 이스라엘은 1957년 3월 군대를 철수한다.

독트린에 등장하는 소련으로 대표되는 국제 공산주의의 위협을 과격한 방법으로 평화를 추구하려는 국제 테러리즘의 위협으로 대체한다면 상황은 정확히 들어맞는다. 아이젠하워 독트린의 원문 가운데서 발췌한 글을 이해하기 쉽도록 정리해봤다.

2)아이젠하워 독트린(Eisenhower Doctrine)

의회에 전하는 메시지 1957년 1월 5일(A Message to Congress, January 5, 1957)

중동은 유구하고도 긴 역사에서 갑작스럽게 새롭고도 아주 중대한 국면에 처해 있다. 지난 수십년간 중동에서는 자율적인 통치가 이뤄지지 않았다. 그러나, 1차 세계 대전이후 자주적인 정부와 독립국가를 향한 능력이 꾸준히 향상돼 왔다. 미국은 이런 상황을 환영하며 격려하는 바이다. 우리는 중동에 있는 모든 나라의 전면적인 주권과 독립을 주저없이 지지한다.(The Middle East has abruptly reached a new and critical stage in its long and important history. In past decades many of the countries in that area were not fully self-governing. But since the First World War there has been a steady evolution toward self-government and independence. This development the United States has welcomed and has encouraged. Our country supports without reservation the full sovereignty and independence of each and every nation of the Middle East.)

독립을 향한 진보는 평화롭게 진전돼야 한다. 그러나, 분쟁이 있어 왔다. 10월(1956년)에도 이스라엘에 의한 광범위한 공격으로 이스라엘과 주변 아랍국가들간의 차이점을 더욱 증폭시켰다. (The evolution to independence has in the main been a peaceful process. But the area has been often troubled.  Also the relatively large attack by Israel in October has intensified the basic differences between that nation and its Arab neighbors.)

우리는 무력이 공격적인 목적을 위해 국제적으로 사용될 수 없고, 또 중동 각국의 독립이 침해돼서는 안된다는 원칙에 의심할 여지 없이 충실할 것임을 보여 줬다. 중동에는 미국이 중동 어느 나라 국민에 대해서도 정치적 혹은 경제적 지배를 추구하지 않을 것이라는 일반적인 인식이 퍼져 있다. 우리의 희망은 자유로운 세계환경이지 노예상태가 아니다. 전부 다는 아닐지라도 많은 중동국가들은 소련에서 비롯되는 국제 공산주의의 위험을 잘 알고 있으며 독립과 경제적 번영, 정신문화의 성숙이라는 유엔의 목표를 그들 스스로 실현시키기 위해 미국과 더 많은 협력을 반기고 있다. (We have shown, so that none can doubt, our dedication to the principle that force shall not be used internationally for any aggressive purpose and that the integrity and independence of the nations of the Middle East should be inviolate. There is general recognition in the Middle East, as elsewhere, that the United States does not seek either political or economic domination over any other people. Our desire is a world environment of freedom, not servitude. On the other hand many, if not all, of the nations of the Middle East are aware of the danger that stems from International Conimunism and welcome closer cooperation with the United States to realize for themselves the United Nations goals of independence, economic well-being and spiritual growth)

이런 상황에서 감히 의회의 협력이 필요하다는 것을 말씀 드린다. 오직 그런 협력만이 우리로 하여금 침략을 저지하는데 필요한 확신을 줄 수 있으며, 자유에 헌신적인 사람들에게 용기와 희망을 줄 수 있고, 자유세계를 중대한 위험에 빠트릴 사건의 지속적인 발생을 예방할 수 있다. (Under these circumstances I deem it necessarv to seek the cooperation of the Congress. Only with that cooperation can we give the reassurance needed to deter aggression, to give courage and confidence to those who are dedicated to freedom and thus prevent a chain of events which would gravely endanger all of the free world)

그래서 다음과 같은 원칙을 천명한다. 먼저, 국가의 독립을 유지하는데 필요한 경제력의 발전 속에 중동 각국을 돕고 협력할 수 있어야 한다. 둘째, 도움을 필요로 하는 어느 나라와도 협력하고 군사적 도움을 줄 프로그램에 착수할 수 있어야 한다. 셋째, 국제 공산주의로부터 통제되는 어느 나라의 공격에 대해서도 영토의 존엄성과 국가의 독립을 확보하고 보호하기를 원하는 중동각국의 요청에 호응해 미국 군대를 파견할 수 있는 권한이 포함돼야 한다.(The action which I propose would have the following features. It would, first of all, authorize the United States to cooperate with and assist any nation or group of nations in the general area of the Middle East in the development of economic strength dedicated to the maintenance of national independence. It would, in the second place, authorize the Executive to undertake in the same region programs of military assistance and cooperation with any nation or group of nations which desires such aid. It would, in the third place, authorize such assistance and cooperation to include the employment of the armed forces of the United States to secure and protect the territorial integrity and political independence of such nations, requesting such aid, against overt armed aggression from any nation controlled by International Communism.)

이런 조치는 당연히 미국의 조약의무는 물론 유엔 헌장과 유엔의 권고, 유엔의 조치와 호응하는 것이 될 것이다. 만약 무장 공격을 하게 된다면 이는 유엔 헌장에 따른 유엔 안전보장이사회의 절대적인 권위에 종속되는 범위에서만 이뤄질 것이다. (These measures would have to be consonant with the treaty obligations of the United States, including the Charter of the United Nations and with any action or recommendations of the United Nations. They would also, if armed attack occurs, be subject to the overriding authority of the United Nations Security Council in accordance with the Charter.)

경험적으로 보건대 직접 공격에 대한 합리적인 안전책이 있다면 간접적인 공격은 성공하지 못한다. 충성스런 군대를 갖고 있고 또, 경제적인 조건들이 공산주의를 매력적인 대안으로 생각하지 않을 만큼 주어져야 한다. 이미 언급했다시피, 우리는 국가 전복사태에 저항하고, 독립 유지에 명백히 헌신적인 중동 각국을 경제적으로 성장시킬 필요성이 있다. 그런 조치만이 국제 공산주의를 중동에 발붙이지 못하게 할 수 있다. 말만으로는 부족하다. (Experience shows that indirect aggression rarely if ever succeeds where there is reasonable security against direct aggression; where the government possesses loyal security forces, and where economic conditions are such as not to make Communism seem an attractive alternative. And as I bave indicated, it will also be necessary for us to contribute economically to strengthen those countries, or groups of countries, which have governments manifestly dedicated to the preservation of independence and resistance to subversion. Such measures will provide the greatest insurance against Communist inroads. Words alone are not enough.)

지금 상황에서 가장 중대한 위협은 가끔 나타나지만, 야심적인 독재자가 상황을 오판하는 것이다. 권력에 굶주린 공산주의자들이 오판이든 제대로 된 평가든 중동이 효율적인 방어체제를 갖지 못했다고 평가한다면 무장공격을 감행할 유혹에 빠질 수 있다. 그렇게 되면 미국도 군사행동으로 개입하게 된다. 확신컨대 혹 있을 수 있는 이런 위험스런 상황을 막기 위해 가장 좋은 대책은 유엔헌장의 목적과 원칙에 따라 중동에 있는 우리의 친구들과 다방면에서 충분하고도 자유롭게 협력할 수 있는 준비태세를 명확히 해두는 것이다.(In the situation now existing, the greatest risk, as is often the case, is that ambitious despots may miscalculate. If power-hungry Communists should either falsely or correctly estimate that the Middle East is inadequately defended, they might be tempted to use open measures of armed attack. If so, that would start a chain of circumstances which would almost surely involve the United States in military action. I am convinced that the best insurance against this dangerous contingency is to make clear now our readiness to cooperate fully and freely with our friends of the Middle East in ways consonant with the purposes and principles of the United Nations.)

자유를 지원하기 위해 미국이 단결하고 있음을 다시 한 번 천명하고, 나아가 크든 작든 모든 국가의 권리와 독립을 미국이 마음속 깊이 존중하고 있음을 보여줘야 할 시점에 이르렀다. 미국의 목표는 폭력이 아니다. 평화다. 이런 목적을 달성하기 위해 우리의 모든 힘과 단호한 의지를 우리 스스로에게 부여해야한다. (The occasion has come for us to manifest again our national unity in support of freedom and to show our deep respect for the rights and independance of every nation - however great, however small. We seek, not violence, but peace. To this purpose we must now devote our energies, our dctermination, ourselves.)

이상이 주요 무엇인지 깨닫게 해주는 원칙이다. 카터나 클린턴 같은 평화의 전도사들이 나오기까지 아이젠하워같은 훌륭한 선배가 있었기에 가능했다는 것을 보여 준다. 오늘날 중동평화가 지켜지지 않는 불행한 이유가 어디에 있을까. 아이젠하워가 천명한 원칙이 중동의 다른 국가들에는 적용되지 않고 오로지 이스라엘에만 적용되는 불평등과 불합리에 있다는 사실이 명확해진다. 유엔과 절대적인 협력을 추구했던 평화의 아이젠하워. 이와 달리 유엔의 원칙을 무시한 채 일방주의 외교를 강행하는 부시. 부시에게서 통제할 수 없는 일탈된 절대권력의 폐해를 들여다 보게 된다. 한반도를 넘어 지구촌의 평화를 논해야 할 한민족 구성원 입장에서 더욱 그렇다.
