21. 민주주의 창-이란 가상 공격

불안한 휴전 ...미국과 이스라엘은 손해봤나.

살얼음 판을 걷는 휴전이 이뤄졌다. 언제든 재점화될 수 있는 취약한 휴전이기에 문제의 해결로 보기는 어렵다. 이번 전쟁의 결과를 놓고, 각국의 손익계산이 분주하다. 다양한 추측기사도 난무한다. 이스라엘이 헤즈볼라의 근절에 실패해 어려움을 겪을 것이란 분석에서부터 미국도 중재 능력에 타격을 입었다는 해석까지 다양하다. 과연 미국과 이스라엘은 실패한 것일까. 뉴요커(The New Yorker)에 심층 기사 "미국의 진정한 관심은 이스라엘의 전쟁에 있다(Washington's real interests in Israel's war)"를 기고한 세이모어 허시(Seymour M. Hersh)기자의 시각은 다르다. 필자의 판단 없이 허시 기자의 기사 원문만을 직접 인용해 표면적으로 드러난 전쟁의 양상 외에 미국과 이스라엘이 노린 전쟁의 목표는 무엇이었고, 무엇을 얻었는지 재구성해 들여다 본다. 다른 글은 몰라도 이번글은 꼭 일독을 권한다.

1. 미.이 전쟁 사전 상의: 목표등 충분히 검토

미국 정부에 고문역을 맡고 있는 소식통에 따르면 이번 초여름 헤즈볼라 병사 납치에 앞서 이스라엘 관리들이 워싱턴을 방문해 공중폭격에 대한 청신호(허락)를 얻고자, 또 미국이 어느 선가지 허용할 수 있는지 체니 부통령과 상의했다. 체니의 지원은 물론 국가 안전회의의 지원을 얻고자 함이었다. 그 결과 부시를 설득하는 것은 일도 아니고, 라이스 국무장관도 같은 배를 타고 있다는 답을 얻었다.

 2-1. 이스라엘의 목표 1) 레바논 산업 초토화

초기 계획은 헤즈볼라가 도발할 경우 이에 맞선 보복으로 비행기를 이용한 공중폭격으로 레바논의 사회간접 자본들을 파괴하는 것이었다. 고속도로와 정유소, 민간도로, 공항.

2-2. 이스라엘의 목표 2 레바논 내분: 수니파, 기독교도 대 헤즈볼라의 갈등 유도

전직 고위 정보 소식통에 따르면 이스라엘은 헤즈볼라의 도발에 대한 응전으로 레바논을 폭격해 초토화할 경우 기독교도나 수니파 이슬람교도들을 반 헤즈볼라 성향으로 바꿀 수 있을 전망했다. 이스라엘 공군은 무려 9천회나 출격했다.

2-3. 이스라엘의 목표 3: 헤즈볼라의 공격 무기 파괴

데이비드 시겔 이스라엘 대변인은 이스라엘 지도자들이 8월초 이미 비행기 공중 폭격이 성공적이었다느 평가를 내렸다고 밝혔다. 헤즈볼라가 갖고 있는 중거리와 장거리 (발사대 갖춘)미사일의 70% 이상을 파괴했다는 것이다. 문제는 발사대가 필요없이 민간이 지역에서도 발사할 수 있는 이동용 단거리 미사일이다. 이교적으로 실패할 경우 이를 제거하는 유일한 방법은 지상공격 뿐이다.

원문(David Siegel, the Israeli spokesman, said that his country’s leadership believed, as of early August, that the air war had been successful, and had destroyed more than seventy per cent of Hezbollah’s medium- and long-range-missile launching capacity. “The problem is short-range missiles, without launchers, that can be shot from civilian areas and homes,” Siegel told me. “The only way to resolve this is ground operations?which is why Israel would be forced to expand ground operations if the latest round of diplomacy doesn’t work.”)

3. 전쟁의 발단: 헤즈볼라의 납치는 준비된 공격의 빌미.

중동 문제에 관여하고 있는 몇몇 전현직 관리들은 헤즈볼라의 병사 납치는 헤즈볼라에 대해 준비하고 있던 군사 작전의 좋은 빌미가 됐다고 말한다.

4-1. 미국, 이스라엘의 전쟁을 방조하고 나아가 자극

7월 12일 헤즈볼라가 2명의 병사를 납치하자 이스라엘이 레바논을 침공한 뒤 부시 정부는 이상하리 만치 수동적인 모습을 보였다. 부시는 지금은 상황을 잘 분류해 봐야 할때라고 말할 뿐이었다. 이어 7월 16일 쌍뜨 뻬쩨르부르그에서 열린 G-8 정상회담장에서 부시는 "중동에서 평화를 지키지 못하는 이유가 어디 있는지 이제 명확해 졌다"고 말했다. 그는 "불안을 야기하는 원인"의 하나가 헤즈볼라와 이란, 시리아에 있는 그 지지자들의 관계라고 묘사했다. 따라서, 전쟁을 종료시킬 책임은 바로 이란과 시리아에 있다고 말했다. 이틀 뒤 각국이 미국에 전쟁을 종료시킬 협상을 주선해 달라는 요청에도 불구하고 라이스 국무장관은 휴전은 조건이 무르익을 때까지 미뤄져야 한다고 말했다.

4-2 미국, 이스라엘과 이란 공격 정밀 계획 수립

미국과 이스라엘은 수십년간 긴밀한 군사협력관계를 유지해 왔다. 그러다 올 봄 전직 고위 정보 관리에 따르면 백악관의 압력으로 공군이 이란의 핵시설을 결정적으로 붕괴시킬 공격 계획을 수립하게 됐다고 한다. 그리고 이문제는 이스라엘 공군과 상의했다.

4-3 미국의 목표, 헤즈볼라 기지폭격은 이란폭격의 가상 공격

미국 공군의 가장 큰 문제는 이란의 목표물을 어떻게 성공적으로 타격하는가의 문제였다고 전직 고위 정보 관리는 말한다. 누가 미국의 가장 친한 친구인가.이스라엘이다. 이란의 기술자들이 터널을 비롯한 지하 시설물을 건축한 것은 주지의 사실이다. 그래서 공군은 이스라엘 공군과 새로운 전략을 수립했다. 첫째 공중폭격에 집중하고 두번째 이란에서 한 것과 레바논에서 한 것을 미국과 이스라엘 양국이 공유하자. 이런 안은 럼스펠트 국방장관 선가지 이뤄졌다. 이스라엘 사람들은 말했다. "이는 아주 잇점이 많은 값싼 전쟁이 될 것이다." 이스라엘과 친밀한 관계를 맺고 있는 미국 정부 고문은 말했다. "이걸 왜 반대하나. 우리는 공중공격으로 미사일, 터널, 벙커를 공격할 수 있을 것이고, 이는 이란 공격을 위한 데모(시험공격)이 될텐데...")

The Israelis told us it would be a cheap war with many benefits,” a U.S. government consultant with close ties to Israel said. “Why oppose it? We’ll be able to hunt down and bomb missiles, tunnels, and bunkers from the air. It would be a demo for Iran.”
