Gyeonggi Province announced that it has lifted land transaction permit restrictions on 324.03 square kilometers out of the 363.36 square kilometers of greenbelt designated as land transaction permit zones across 10 cities near Seoul, effective November 3, following the Ministry of Land, Infrastructure and Transport's "August 13 Quick Housing Supply Measures."
The Ministry of Land, Infrastructure and Transport had designated 363.36 square kilometers across the 10 cities as land transaction permit zones under the August 13 measures.
Following the designation of six candidate sites (77,700 households) across four cities—including Gimpo, Guri, Hanam, and Uijeongbu—as new housing sites on October 29, the ministry maintained the permit restrictions only on the 39.33 square kilometers covering those candidate sites and surrounding affected areas, while lifting them for the rest.
Previously, Gyeonggi Province had urged the government to promptly lift land transaction permit restrictions on the remaining areas once the new public housing supply sites were finalized.
The stance was that the property rights of local residents in areas unrelated to development should not be unnecessarily restricted.
The designation period for the adjusted land transaction permit zones is three years, running until November 2, 2029.
Meanwhile, Gyeonggi Province is gathering opinions from local city and county governments on whether to extend the land transaction permit zones for apartments in 12 regions across the province, whose designation periods are set to expire on December 31 of next year.
The 12 regions include Gwacheon, Gwangmyeong, Uiwang, and Hanam; Bundang-gu, Sujeong-gu, and Jungwon-gu in Seongnam; Yeongtong-gu, Jangan-gu, and Paldal-gu in Suwon; Dongan-gu in Anyang; and Suji-gu in Yongin.
These regions were designated as land transaction permit zones alongside the announcement of the "October 15 Real Estate Measures" last year to stabilize housing prices in the Seoul metropolitan area.
Three other regions—Giheung-gu in Yongin, Dongtan-gu in Hwasung, and Guri—were additionally designated as apartment land transaction permit zones on July 5, with their designation periods running until December 31 of next year.
