Ahead of the resumption of three-way negotiations involving the United States, Ukraine, and Russia, the European Union (EU) announced on November 3 that it will host a high-level meeting with the U.S. and Ukraine today (local time, November 4).
According to Reuters and other outlets, Paula Pinho, a spokesperson for the European Commission, made the announcement to reporters in Brussels, Belgium, on the same day.
Representatives from EU member states France and Germany, as well as the United Kingdom, the North Atlantic Treaty Organization (NATO), and the World Bank (WB), will also participate.
"This meeting will build upon the previous talks held in Miami," spokesperson Pinho said.
This refers to the meeting between U.S. and Ukrainian delegations in Miami on October 9.
Pinho only confirmed that high-level officials, including those at the level of national security advisors, will attend from the EU side.
Björn Seibert, chief of staff to European Commission President Ursula von der Leyen, attended the Miami meeting and the Oslo, Norway meeting on October 20.
Additionally, regarding a question on whether U.S. Special Envoy Steve Witkoff would attend, Pinho stated that she did not know who the U.S. attendees would be, and added that she had no information on whether Ukrainian President Volodymyr Zelenskyy would visit Brussels.
An EU official told POLITICO Europe that the meeting will discuss issues related to Ukraine's security guarantees, economic support for reconstruction, and Ukraine's future.
NATO spokesperson Allison Hart also told Xinhua News Agency that the meeting will discuss ways to achieve a fair and lasting end to the war in Ukraine.
This meeting takes place ahead of the trilateral working-level talks among the U.S., Russia, and Ukraine scheduled to be held in Abu Dhabi, United Arab Emirates (UAE), on November 10–11.
Special Envoy Witkoff announced via X (formerly Twitter) the previous day that the trilateral working-level talks would be held, and Kremlin Spokesperson Dmitry Peskov also confirmed plans for the meeting.
