Goyang City, Gyeonggi Province, held an on-site mediation meeting hosted by the Anti-Corruption and Civil Rights Commission at Ilsanseo-gu Office today (November 3) to resolve the 16-year-old "overlapping cadastre" issue within the Deogi Urban Development Project District, finding a breakthrough for a solution.
The Deogi-dong area within the Deogi District is where administrative overlapping cadastre errors occurred in 2010 due to overlapping omissions in forest map arrangements during the 1982 cadastral subdivision and errors made during the subsequent housing construction project process.
As land owned by the Korea Rural Community Corporation and private land overlapped, residents of a large-scale complex comprising 5,159 households in the Deogi District have faced significant restrictions in exercising property rights, such as unregistered land rights, for the past 16 years.
Following the filing of a grievance with the Anti-Corruption and Civil Rights Commission in March of this year, Goyang City conducted more than 10 on-site inspections and working-level consultations.
The Rights Commission held an on-site briefing session directly hosted by its Chairperson at the Ilsanseo-gu Office in September, and final mediation among Goyang City, the Korea Rural Community Corporation, the Deogi Urban Development Project Association, and resident representatives was reached at this mediation meeting.
According to this mediation, the agreed compensation will be finalized based on the arithmetic average of appraised values calculated by two appraisal agencies recommended respectively by the Korea Rural Community Corporation and the Deogi Urban Development Project Association. Goyang City will cover 70% and the Deogi Urban Development Project Association will cover 30% of the calculated amount to be paid as compensation to the Rural Community Corporation.
Goyang City decided to share the compensation by comprehensively considering the past fault of the competent cadastral authority and the protection of city finances.
In addition, to prevent the aggravation of resident suffering due to prolonged litigation, the waste of taxpayer money caused by litigation costs, delayed damages (statutory interest), and additional burdens, the city decided to accept the mediation of the Anti-Corruption and Civil Rights Commission and actively cooperate for a swift resolution.
The city explained that it has completed preliminary cooperation with the Goyang branch of the Korea Cadastral Survey Corporation so that the cadastre can be reorganized immediately upon the signing of the mediation agreement, and expects to completely resolve the overlapping cadastre through the correction and deletion of registration matters within this month.
