It has been revealed that child sexual offender Cho Doo-soon smashed the antenna of the electronic monitoring device installed at his residence, but the Ministry of Justice's probation office discovered the fact six days later.
According to the indictment and ruling submitted by the Ministry of Justice and the Supreme Court to Democratic Party of Korea lawmaker Kim Dong-ah on the 7th, Cho damaged the external antenna of the home monitoring device installed in the master bedroom of his residence in Ansan, Gyeonggi Province, at 11:28 AM on June 3 of last year.
According to the ruling, Cho was found to have broken the device under the delusion that "the antenna is shooting radio waves into my brain."
Although the LTE communication signal strength of the home monitoring device dropped sharply afterward, probation officers did not confirm the damage until they inspected the interior of the residence on the 9th of the same month.
In addition, Cho was tallied to have committed a total of six offenses related to his electronic device between March and June of last year.
These included four violations of curfew and two instances of damaging the home monitoring device.
In May of last year, he damaged the cover of the device, but the attempt ended in a failure as the device continued to operate normally.
The 1st Criminal Division of the Suwon High Court (Presiding High Court Judge Shin Hyun-il) dismissed the appeals filed by both the prosecution and the defendant in June during the appellate trial for charges including violations of the Act on Electronic Devices Attached to Sex Offenders, upholding the lower court's ruling.
Previously, the first-instance court sentenced Cho to eight months in prison and medical treatment custody.
