Crackdown on Illegal Subcontracting at Construction Sites Until Year-End; 275 Public Sites Targeted

The government will launch an intensive crackdown on 275 public construction sites until the end of the year to eradicate illegal subcontracting.

The Ministry of Land, Infrastructure and Transport announced today (October 7) that it will conduct intensive crackdowns on illegal subcontracting alongside the top 10 public institutions by construction order volume from October 12 to December 31.

The targets of the inspection are 275 public construction sites suspected of illegal subcontracting selected using artificial intelligence (AI) and other methods, or those where relevant reports have been received.

The Ministry of Land, Infrastructure and Transport plans to deploy more than 130 inspection personnel from the ministry and public institutions.

The ministry plans to verify specific factual relationships upon receiving reports of illegal subcontracting, promptly conduct on-site inspections, and swiftly proceed with administrative dispositions.

During this intensive crackdown period, companies that voluntarily report illegal subcontracting and rectify violations within a specific period will have their administrative penalties reduced by up to half.

The reporting reward system improved last June will also be actively utilized.

The ministry has relaxed the evidentiary material submission requirements, abolished the reward cap, and enabled rewards of up to 30% to be paid in consideration of the scale of penalty surcharges.

If a penalty surcharge of 1 billion won is imposed due to a report of illegal subcontracting, the maximum reward is 300 million won.

Kim Ee-tak, First Vice Minister of Land, Infrastructure and Transport, said, "We will build a system to eradicate illegal subcontracting where reporting, crackdowns, and voluntary correction work together."
