The Ministry of Science and ICT (MSIT) and the Korea Media and Communications Commission (KMCC) are strengthening policy cooperation in areas such as artificial intelligence (AI) and over-the-top (OTT) media services.
The two ministries announced that they held the first working-level meeting of their policy consultation council for the AI, media, and digital sectors on Thursday (September 17) in a conference room at the National Information Society Agency (NIA).
During the meeting, the two sides reviewed the progress of cooperation plans agreed upon at their first policy consultation meeting in June, focusing on three key areas: AI, media and OTT, and digital regulation and user protection.
On August 5, the KMCC provided over 1.17 million items of "broadcasting video AI training data" to the MSIT's AI Hub and has expanded cooperation by taking part in the science ministry's "AI Framework Act System Improvement Research Team" since June.
Key pending issues were also discussed at the meeting, including the establishment of the Korea Broadcasting and Media Communications Promotion Agency, terrestrial UHD broadcasting policies, and user protection in security breach incidents.
Regarding the agency's establishment, the two ministries agreed to cooperate actively following the passage of a bill through the Legislation and Judiciary Committee on September 9 to establish the agency by consolidating the Viewer Media Committee and the Korea Broadcasting Promotion Corporation, both under the KMCC.
They decided to include two members recommended by the MSIT in the agency establishment committee to be formed by the KMCC, and to continue consultations on the scope of transferring functions and assets from MSIT-affiliated organizations.
On terrestrial UHD policy, the two sides agreed to jointly discuss network deployment and frequency policies while drafting the "Next-Generation Terrestrial Broadcasting Policy Plan."
In the area of user protection for security breach incidents, both ministries plan to work together to design and operate an evaluation system for user protection services, which is being newly introduced through revisions to the Telecommunications Business Act.
