Seoul City to Establish New Livelihood Economy Bureau and Upgrade Citizen Health Bureau

The Seoul Metropolitan Government announced that it is pushing for an organizational restructuring to support its 9th popular municipal administration vision, "Global TOP, Quality of Life Special City Seoul."

The city plans to put the "9th Popular Seoul Municipal Government Organizational Restructuring Proposal" through legislative notice until October 7 and submit it to the city council next month.

According to the restructuring proposal, the city will newly establish the "Livelihood Economy Bureau" as a control tower to oversee the city's entire economy, ranging from reviving commercial districts to fostering future new industries.

It will newly create the Economic Vitality Policy Division to realize a "24-Hour Vibrant Economic City Seoul" and reorganize the Creative Industry Planning Office into the Strategic Industry Policy Office to strengthen the execution power of future industry promotion policies.

The Citizen Health Bureau will be upgraded to the Citizen Health Bureau (Citizen Health Headquarters), expanding the city's future health policies from a focus on medical service provision to citizen health promotion and prevention.

It will newly establish the Public Health Policy Division to secure expertise in public health policies directly linked to citizens' health, such as essential medical care, infectious diseases, and mental health, while reorganizing the Smart Health Division into the Health Vitality Division to oversee citizen physical fitness promotion functions.

The city will newly establish the "Jobs and Labor Bureau" to build a virtuous cycle employment system that connects everything from job creation to the protection of labor rights after employment.

Under this, the Labor Supervision Division and Social Economy Division are scheduled to be operated in accordance with the Labor Inspector Job Execution Act and other regulations.

In the Infrastructure Headquarters, the Jamsil Sports Complex Complex Development Promotion Team will be newly established to build a stable implementation system for the Jamsil Sports and MICE (Meetings, Incentives, Conferences, and Exhibitions) complex development project.

To support the flawless preparation for the 2027 Seoul World Youth Day, the International Event Support Division of the Administration Bureau will be expanded into the International Event Support Team.

As the event is expected to draw up to about 1 million participants, it will serve as a control tower encompassing the coordination of multiple tasks performed by various organizations, including the government, local governments, and related institutions, as well as on-site safety management.

The status of the head of the On-site Response Unit will be elevated so that the Seoul Metropolitan Fire and Disaster Headquarters can serve as an on-site control tower when a large-scale disaster occurs.

In line with the Population Strategy Basic Act, the Population and Family Policy Division will be newly established within the Women and Family Affairs Office.

Beyond addressing low birth rates and an aging society, the city plans to pursue comprehensive population strategies encompassing population imbalances, household diversification, and immigration.

In addition, the Economic, Welfare, Transportation, and Housing Offices will be reorganized into "Bureaus" to streamline the organization centered around implementation capacity.

Furthermore, to achieve the goal of "commencing construction on 310,000 housing units by 2031," the Architecture Planning Office will be reorganized into the Prompt Supply Policy Office.

The International Exchange and Cooperation Division will be newly established directly under the 1st Vice Mayor for Administrative Affairs to centralize urban diplomacy, international cooperation, and investment attraction functions.

The Tourism and Sports Bureau will add a Tourism Contents Division to actively discover and foster stay-based and experience-based tourism contents.

The Urban Space Bureau will newly establish the Spatial Development Innovation Division to strengthen strategic development functions based on urban planning.

Meanwhile, now that the institutional framework for regulatory innovation has been established, such as the full revision of the Seoul Metropolitan Government Regulation Reform Basic Ordinance, the Regulatory Innovation Planning Office will be abolished.

Regulatory innovation tasks will continue to be promoted going forward, centered around the Creative Regulation Officer.

Staffing increases will also take place.

As labor supervision authority is partially delegated to local governments, the city will increase labor supervision personnel by 51, alongside an addition of 12 fire-fighting field personnel and 3 personnel to support city council activities, totaling 66 additional personnel.

Seoul Mayor Oh Se-hoon said, "This is about laying the groundwork to fully execute the G3 Seoul Plan and bring Seoul's future vision to life in the daily lives of citizens," adding, "We will concentrate all administrative capabilities on improving the quality of life for citizens to surely realize 'Global TOP, Quality of Life Special City Seoul.'"
