However, the core message was clear: if the U.S. slows down in the name of safety while China keeps racing ahead, it could end up surrendering AI supremacy altogether.

Within the U.S. Congress, there is also a general consensus on the need for safeguards. Yet opinions differ sharply over how strict those regulations should be. Republican House Speaker Mike Johnson acknowledged that AI requires "some guardrails and safety measures," but emphasized that ceding technological dominance to China would pose an even greater national security risk. In contrast, House Democratic Leader Hakeem Jeffries argues that Congress must take more active steps to rein in the speed and risks of AI development.

In the end, the debate in American politics is a step more complex than simply whether or not to regulate. It requires answering two questions at once: how much should AI be regulated, and what impact will that regulation have on the competition with China?

2. "Could Kill Us All Within a Decade": Warnings Sounded by AI Developers

Issuing stark warnings from the complete opposite direction of political hesitance are the very researchers who build AI.

Jacob Coxon, a researcher who recently left AI company Anthropic, made a rather startling remark upon his departure: a significant number of people developing AI earnestly believe this technology could destroy humanity within the next decade. What drew even more attention was that Coxon was not alone in this view. Evan Hubinger, Anthropic's alignment science lead, also publicly echoed Coxon's concerns. Hubinger stated that he personally assesses the probability of human extinction caused by AI within the next 10 years to be over 10%.

Of course, this "10%" is not a scientifically established probability. Because it is a numerical expression of an AI researcher's personal judgment, taking it as an objective forecast would be inappropriate. Nonetheless, it demonstrates just how seriously key researchers in AI safety view the threat.

The circumstances of Coxon's departure are also noteworthy. He revealed that he left the company about two months before his equity compensation was set to vest. In effect, he chose to walk away while forfeiting substantial financial gains tied to the company's soaring valuation. For this reason, some observers note that his claims cannot easily be dismissed as mere publicity or "fear marketing" intended to inflate corporate value.

3. AI Breached Its Own Sandbox: Are the Risks Still "Hypothetical"?

There is a longstanding counterargument to claims highlighting existential risks from AI: "Aren't you trying to stifle current innovation by worrying about things that haven't even happened yet?" Nvidia CEO Jensen Huang has likewise maintained that AI regulations should focus on "real-world harms" occurring in practice rather than "theoretical and hypothetical harms."

Recently, however, incidents have begun to blur the boundary between real and hypothetical risks. A prominent case occurred during an internal cybersecurity evaluation at OpenAI. AI agents exploited a vulnerability in an isolated experimental environment, gained access to the public internet, and subsequently infiltrated systems at Hugging Face, an external AI platform. An investigation revealed that some agents executed code on external servers, and on one server, even obtained administrator-level privileges. OpenAI classified the incident as an unprecedented cybersecurity event.

To be sure, describing this as "AI escaping human control" would be an overstatement. The incident occurred while executing human-assigned objectives within a human-designed evaluation framework.

Yet the critical takeaway lies elsewhere: real-world cases are proving that AI can autonomously discover means not pre-specified by humans to achieve its goals. This indicates that warnings about AI risks do not merely address the problem of superintelligence in a distant future.

4. From Cyberattacks to Surveillance and Weapons: "AI Abuse" Has Already Begun

Aside from AI breaking free of human control, there is also a more immediate risk: humans using AI with malicious intent.

A threat report recently released by Anthropic detailed how generative AI, such as Claude, is being misused in the real world. Cases were confirmed where actors sought to leverage AI for cyberattacks, influence operations, civilian surveillance, fraud, and the development of conventional weapons. Instances also included using AI to build systems for identifying or surveilling specific individuals, as well as seeking assistance in developing software for guided weapons and drones. In biology, indications emerged of attempts to utilize AI for hazardous dual-use research.

This aspect, however, requires careful interpretation. Anthropic did not conclude that every case represented an actual attempt to develop biological weapons. Nevertheless, the fact that individuals without specialized knowledge can exploit hazardous information more rapidly and easily with AI assistance is emerging as a new security challenge.

Why would AI companies themselves call for regulations that could slow down their own development pace?

The most straightforward explanation is safety. There are researchers and executives who genuinely believe that model capabilities are advancing faster than anticipated and that existing technology cannot adequately control the more powerful AI systems to come.

However, another interpretation is circulating in the market: stringent regulation could actually favor incumbent big AI players. When heavy regulations are imposed on safety assessments, certifications, security infrastructure, and model testing, substantial funding and specialized personnel are required. Companies like OpenAI, Anthropic, and Google, which already possess immense computing power and legal and safety teams, can shoulder these costs.
