Ukrainian Foreign Minister Andrii Sybiha announced on the 2nd (local time) that he has notified the International Civil Aviation Organization (ICAO) that Russian airspace is unsafe for civil aviation due to increased military activity.

In a statement, Minister Sybiha said, "We urge everyone to avoid Russian airspace," adding, "We are seeking to prevent unintended accidents."

"The war is returning to Russian territory," Sybiha added, noting, "Ukraine is exercising its right to self-defense under Article 51 of the UN Charter."

The previous day, Ukrainian President Volodymyr Zelenskyy stated, "We must take into account that drones will appear in large numbers in Russian skies," and added, "Russian airspace will effectively be closed."

This foreshadows a large-scale offensive by the Ukrainian military against Russia, while Russian President Vladimir Putin has defined it as "state terrorism" and stated that Russia will respond.
