President Lee Jae-myung said, "How to handle cases where an investigative agency's non-prosecution decision is unjust in substance is a core task of the Prosecution Service."

President Lee made the remarks while giving instructions regarding the revision of investigative guidelines prepared by the Ministry of Justice during a Cabinet meeting he presided over at the Blue House on the same day (the 1st), according to Blue House Senior Spokesperson Kang Yu-jung in a briefing.

This is interpreted as an order to thoroughly formulate the investigative guidelines to prevent growing concerns over "cases being buried" or mishandled after prosecutors' investigative powers and investigative command authorities are completely abolished with the launch of the Prosecution Service and the Serious Crime Investigation Agency next month.

When the revised Criminal Procedure Act takes effect, police must enter all case information into the Criminal Justice Information System, and for non-prosecution cases, they must send the related records to the Prosecution Service within 90 days.

However, some have raised opinions that prosecutors inevitably have less interest in non-prosecution cases where the responsibility is unclear, which could lead to poor handling of such cases.

In response, President Lee also exchanged views on this issue with former Minister of Justice Jung Sung-ho during a Cabinet meeting on August 5th last month, suggesting, "Can't we just assign someone in charge (at the prosecution) to review them?"
