An unexpected figure made an appearance at the G20 finance ministers' meeting held in Asheville, North Carolina, U.S., on July 31 local time.
It was Russian Finance Minister Anton Siluanov.
This is known to be the first time a Russian finance minister has attended a G20 finance ministers' meeting since Russia invaded Ukraine.
It was the Donald Trump administration of the United States, the chair country of this meeting, that invited Finance Minister Siluanov.
U.S. Treasury Secretary Scott Bessent also held a separate bilateral meeting with Finance Minister Siluanov on the sidelines of the G20 meeting.
In effect, he was treated as a regular participant just like the finance ministers of other countries.
Europe immediately pushed back.
When such multilateral meetings take place, ministers typically stand side by side for a group photo, but European ministers dug in their heels, stating they could not take a picture with Minister Siluanov.
According to The New York Times (NYT), Minister Siluanov ultimately did not participate in the photo session as the threats from European ministers worked.
A ministerial group photo is not just a simple picture.
If Minister Siluanov were to join the group photo, it would create the impression that other member states are condoning Russia's invasion of Ukraine.
German Vice Chancellor and Finance Minister Lars Klingbeil indirectly criticized the Trump administration, saying, "It would have been good if the U.S. side had made it clear that Minister Siluanov would not receive standard participant treatment."
He added that he took issue with Russia's invasion of Ukraine during talks with Minister Siluanov and demanded an end to the war.
Since Russia's invasion of Ukraine, Europe has pressured Russia through economic sanctions while simultaneously excluding it from international diplomatic stages.
The United States has also joined this stance.
At a G20 finance ministers' meeting held alongside the 2022 IMF Spring Meetings, then-U.S. Treasury Secretary Janet Yellen walked out of the meeting room as soon as Finance Minister Siluanov began speaking via video link.
When the G20 finance ministers' meeting was held in India in 2023, then-Secretary Yellen also confronted the Russian side over the casualties and global economic damage caused by the invasion of Ukraine.
However, on this day, the U.S. projected a different stance by holding a separate finance ministers' meeting with Russia to discuss pending issues.
The U.S. Treasury Department stated that Secretary Bessent met with Minister Siluanov to discuss President Trump's peace initiative.
The Russian Ministry of Finance reported that the bilateral finance ministers' meeting covered cooperation on financial issues and communication within the G20 framework.
