Regarding the incident where a 2-year-old child fell from a private daycare center in Yongin, Gyeonggi Province, the victim's side is strongly claiming that the daycare center was negligent in safety management.

The parents of the injured child expressed their rage, pointing out that there were no safety devices installed despite the sheer drop outside the window.

Police and the competent local government have launched full-scale investigations into whether actual regulations were violated.

Previously, at around 11:50 AM yesterday (the 26th), a boy identified as A fell about 10 meters down through an open window at a daycare center located in Cheoin-gu, Yongin.

Due to the accident, Child A suffered severe injuries, including traumatic liver damage and a fractured humerus, and was transferred to the Regional Trauma Center at Ajou University Hospital in Suwon, where he has been receiving treatment in the intensive care unit for a second day.

It is reported that Child A was near a window left open for ventilation before falling toward the wooden deck stairs.Child A's father, B, said in a phone interview with media, "Although the daycare entrance and children's spaces are on the ground floor, because it is located on a slope, outside the window is a drop-off leading down to the second basement level." He added, "The child fractured his right shoulder up to the upper arm, and CT scans showed severe bleeding with 30 to 40 percent of the liver area appearing black."

According to the victim's side, the window where the accident occurred lacked safety devices such as fall-prevention window bars or railings.

The family explained that there were not even trees or flowerbeds, meaning that in the event of a fall, one would drop straight down from a considerable height onto a concrete floor or wooden deck stairs, making severe injuries inevitable.

Father B estimates that his child suffered less severe injuries than could have occurred because he first hit the canopy at the entrance of the second basement pump room during the fall before landing on the ground.

He continued, "Despite the space outside the window being extremely dangerous, the daycare placed storage boxes for teaching aids right in front of the window frame and did not even install security bars." He vented, "We trusted and left our child at a daycare of considerable size, and I had no idea they would be this negligent regarding safety."

In fact, the daycare evaluation manual of the Ministry of Health and Welfare and the Korea Childcare Promotion Institute stipulates that windows with a bottom height of 120 centimeters or less from the floor must be equipped with window guards to prevent falls.

National common daily and monthly safety checklist for daycare centers also requires periodic inspections to check whether there is a risk of falling from windows and whether window screens and other conditions are safe.

Father B claims that this terrible accident would not have happened if the daycare had properly followed the relevant guidelines to prevent fall accidents.

He also raised his voice, saying, "We can only say our child survived by sheer luck. At that height, even an adult's life could be in danger," and added, "The exact same thing must never happen again."

To check the situation at the time of the accident and whether fall-prevention facilities were installed, contact was made with the daycare center, but an official responded that they had nothing to say at this time.

The authorities have begun verifying the facts based on the victim's claims.

An official from Cheoin-gu District Office in Yongin stated that they conducted a first-day on-site inspection and checked CCTV footage from when the victim fell out the window, and plan to conduct additional on-site inspections to check whether the daycare failed to fulfill its safety obligations based on the safety checklist.

Separately, the jurisdiction's Yongin Dongbu Police Station is investigating the circumstances of the accident by securing and analyzing CCTV footage and listening to witness statements.

The police plan to charge the person responsible for the accident with professional negligence resulting in injury if negligence, such as regulatory violations by the daycare, is confirmed.
