Infectious Disease Response Measures Restructured into 4 Tiers from 'Recommendation' to 'Ban'... Economic and Educational Impacts to Be Considered

Moving forward, when determining response measures during an infectious disease crisis, authorities will consider not only transmission patterns, severity, and medical response capacity, but also the impact on public daily life, economic activity, education, and childcare, as well as equity for vulnerable groups and public acceptance in the field.

The Korea Disease Control and Prevention Agency (KDCA) announced that it has established the Infectious Disease Crisis Social Response Manual, which contains principles and decision-making procedures for social response measures during an infectious disease crisis.

During the COVID-19 pandemic, measures such as mask-wearing, social distancing, and adjustments to facility operations contributed to reducing the spread of infections. However, evaluations indicated that the prolonged pandemic increased public fatigue, had negative impacts on education, childcare, livelihoods, and economic activities, and placed a heavy burden on vulnerable groups.

In response, the KDCA explained that the manual was established by reflecting the World Health Organization's (WHO) public health and social measures manual and expert opinions, aiming to implement social response measures more rationally and consistently while enhancing public acceptance.

The manual categorizes social response tools into social measures such as personal protection measures including mask-wearing and hand hygiene, environmental measures including ventilation, air purification, surface cleaning, and disinfection, measures related to capacity, density, and movement control, and adjustments to activities and operations of events and facilities.

The response stages are divided into four tiers: recommendation, enhanced recommendation, restriction, and ban. Depending on the characteristics of the infectious disease and the epidemic situation, these can be applied by comprehensively considering risks and conditions by region, facility, and target group, alongside protection and support measures.

In particular, response measures will be determined by reviewing not only transmission patterns, severity, and medical response capacity, but also expected effects and impacts on public life, the economy, education, and childcare.

When significantly restricting social contacts or activities, measures are to be implemented within the necessary scope and for the minimum required period, while reviewing plans to maintain essential services and protect vulnerable groups.

After implementing measures, authorities will evaluate not only the quarantine effectiveness but also the impacts on education, childcare, economic activities, and vulnerable groups, with the results reflected in maintaining, strengthening, relaxing, or lifting the measures, as well as revising the manual.
