"Correspond with female inmates in a pen pal program." What does this mean?
It means exactly what it sounds like.
Controversy is growing as a business has emerged that connects male applicants with female inmates incarcerated in correctional facilities such as prisons as pen pals.
Recently online, a so-called "correctional facility list" containing compiled information on individuals presumed to be female inmates has been spreading.
The list densely details their names, correctional facilities, birth years, as well as heights, weights, and personalities.
At the top, specific pricing conditions are also presented: "Correctional pen pal matching for 70,000 won per person, guaranteed three letters."
It appears that a business agency handling deliveries of goods or various errands for inmates receives the personal information of women, introduces and connects them with men, and collects a matchmaking fee.
The agency even guided applicants to separately check a box on the application form if they wished to exchange letters focused on adult content (rated 19+).
Netizens demanded thorough management and supervision by correctional authorities, criticizing, "Is it normal to make money off of inmates' personal information?" and "It is absurd that they are even inducing 19+ pen pals."
