"Left Home to Care for Grandchildren" and "Is Non-Residence Speculation?" Flood of Public Complaints Over Government Tax Revision Plan Yields 2,000 Public Opinions

Public legislative opinions are pouring in regarding the government's tax revision plan, ranging from backlash over increased tax burdens to demands for expanding exceptions for actual residency.

According to the Ministry of Government Legislation's Public Participation Legislative Center, as of 11:00 AM today (August 9), around 2,200 legislative opinions have been submitted regarding the amendment to the Comprehensive Real Estate Holding Tax Act pre-announced by the Ministry of Economy and Finance on the 4th.

Under the government's proposal, if a single-homeowner resides in that home for one year or more and then relocates due to unavoidable reasons such as schooling, job changes, transfers, or illness, the non-residence period is recognized as a period of residence.

The public is demanding that childcare, child-rearing, and family care also be included as exception reasons.

Demands have also emerged to expand the scope of recognized actual residency related to redevelopment and reconstruction.

While the government proposal stipulates that half of the construction period will be recognized as the residency period for new housing acquired through redevelopment and reconstruction, the intent is to similarly recognize a portion of the residency period in cases where residents have moved out for a long period due to remodeling construction.

More than 1,400 opinions were also submitted regarding the amendment related to the long-term holding special deduction.

Since the non-residence exception requirements are matters for enforcement decree amendments, the government's policy is to gather opinions raised during the legislative pre-announcement process and establish specific criteria.

Deputy Prime Minister for Economic Affairs Koo Yun-cheol also stated regarding the three-year actual residency recognition period, "If there are inevitable exceptions, we will listen to public opinions and review them once more."

The legislative pre-announcement for the government tax revision plan will run until the 20th, and the plan is scheduled to be submitted to the regular session of the National Assembly following a cabinet meeting next month.
