A foreign man in his 20s who wandered the streets carrying weapons in Goyang, Gyeonggi Province, has been arrested after a police investigation revealed circumstances suggesting he was planning a crime against his ex-girlfriend.

The Goyang Police Station announced today (August 3) that it has arrested a Vietnamese man in his 20s, identified as A, on charges including preparation for murder, possession of weapons in a public place, and intimidation.

A is suspected of walking around the Hwajeong-dong area of Deokyang-gu, Goyang, holding a kitchen knife and scissors in both hands at around 11:30 PM on July 30.

Responding to a citizen's 112 report stating that a young man was walking around with a knife and scissors, police searched the area and found A at around 1:20 AM the following day.

Police initially made an emergency arrest of A at around 1:30 AM that same day on charges of carrying weapons in a public place.

During questioning, A reportedly made statements such as, "Someone asked me to borrow them and bring them," or "In Vietnam, people carry them as talismans."

Suspecting A's statements, police analyzed CCTV footage of the surrounding area to trace his movements before and after the incident.

Police confirmed circumstances showing that just before the incident, A saw his Vietnamese ex-girlfriend with another man, got into an argument with her, told her to "wait," and then went to get the weapons.

It was also reported that A went to his ex-girlfriend's residence while carrying the weapons and pressed the doorbell multiple times.

A police official stated, "We determined that this was not simply a case of possessing weapons in a public place, but that the suspect was preparing to commit a crime against his ex-girlfriend, so we applied the charge of preparation for murder and requested an arrest warrant," adding, "The arrest warrant was issued on August 2."
