The prosecutors' office stated that the Gwangsan Police Station in Gwangju, which handled the "Jang Yoon-ki case," never conveyed an opinion stating that a supplementary investigation into the charge of rape and murder was necessary.

On May 14, the Gwangsan Police Station attached an additional report to the investigation records sent to the prosecutors, to the effect that "it is difficult to prove the charge of rape and murder, so we are forwarding the case under the charge of simple murder."

The two-page A4 report included details that the police investigation team examined five circumstances suggesting that Jang Yoon-ki's motive for the crime was sexual violence, such as a damaged real doll and a sexual assault committed against another female victim just before the murder of the late Lee Chae-won.

Regarding this, an official from the prosecutors' office explained, "The main content of the report was that it is 'difficult to prove the charge of rape and murder,' and there were no direct requests or contextual mentions in the text indicating that a review of rape and murder or a supplementary investigation was needed."

They also emphasized, "The cable ties, which are key evidence, were not mentioned at all in the report."

Cable ties are tools intended for binding that were inside the car when Jang Yoon-ki attempted to kidnap the late Lee Chae-won. Inspector Park, the head of the investigation team in charge of the "Jang Yoon-ki case," was previously arrested on charges including failing to secure the actual cable ties despite knowing of their existence as crucial evidence.

Through a direct investigation, the prosecutors uncovered the fact that Jang Yoon-ki had purchased the cable ties at a household goods store last December, and it was ascertained that Jang Yoon-ki had kept them at home.

The fact that Jang Yoon-ki left the rear door of his vehicle open for three minutes at the time of the murder was also confirmed through vehicle sensor and data analysis during the prosecutors' supplementary investigation.

The police's additional report was revealed through the legal representative of Superintendent Park, who served as the head of the criminal division at the Gwangsan Police Station during the "Jang Yoon-ki case" and directed the investigation on the front lines, on the 21st during the pre-trial detention hearing for charges including dereliction of duty.
