"I feel like this will only end when I die." This was the desperate cry of a stalking victim we met during reporting. While the severity of stalking crimes is intensifying day by day, preventive measures and punishments remain inadequate. In particular, "non-contact" stalking—where a complete stranger pieces together personal information exposed online or on social media to stalk someone—has recently emerged as a new social risk.
