Court testimony has emerged revealing that immediately after the declaration of emergency martial law on December 3, then-People Power Party leader Han Dong-hoon and floor leader Choo Kyung-ho clashed over the course of action for party lawmakers.
The testimony indicates that while former leader Han insisted that lawmakers should head to the National Assembly immediately, former floor leader Choo countered by saying, "Let us wait until senior lawmakers arrive at the party headquarters."
Rep. Seo Beom-soo of the People Power Party provided this testimony on July 15 while appearing as a witness in the trial of Choo, who is charged with engaging in important duties of insurrection, held at the Seoul Central District Court (presided over by Judge Han Seong-jin).
Rep. Seo explained that upon hearing the news of the emergency martial law declaration, he went straight to the National Assembly, but after being blocked by police, he headed to the party headquarters.
When the special counsel team for the insurrection case cited the contents of a book and asked, "Is it true that there was a conversation where Han Dong-hoon said to go to the National Assembly quickly, while Choo Kyung-ho said to wait for senior lawmakers to arrive at the headquarters and hear their opinions?" Rep. Seo replied, "There were discussions along the lines of 'Let's go to the National Assembly' versus 'No, let's find out more about the situation.'"
Rep. Seo added, "There was the floor leader's opinion to discuss further before going since the National Assembly was blocked at the time, and the party leader's position that the martial law was illegal and we should enter the National Assembly," and explained, "We argued, and then we went to the National Assembly together once access became possible."
The special counsel team questioned this, stating, "It has been confirmed that the blockade of the National Assembly was partially lifted and entry was possible from the time the defendant (Choo Kyung-ho) arrived at the headquarters. Was the departure delayed because of the exchange of opinions to wait for senior lawmakers?"
Rep. Seo replied, "It is possible that we entered late because it took time to verify whether access was possible."
Furthermore, he stated, "Just as it is now, there was no People Power Party lawmaker at the time who agreed with the illegal emergency martial law," adding, "There was simply a difference in perspective between those who wanted to find out more before taking action and those who believed we should take action immediately because it was illegal."
Choo is accused of obstructing the vote to lift martial law by changing the location of the general meeting of lawmakers multiple times after receiving a request from the side of former President Yoon Suk Yeol to cooperate with the martial law at the time.
