The second special counsel team, led by Kwon Chang-young, will summon Kim Keon-hee, spouse of former President Yoon Suk-yeol, on July 19. Kim is facing allegations involving the receipt of bribes and the exercise of undue influence regarding the relocation of the presidential residence.
Special Prosecutor Kim Ji-mi stated during a regular briefing on the afternoon of July 13, "We will summon Kim Keon-hee for questioning on the morning of July 19," adding, "We plan to investigate allegations that she was involved in the selection of construction contractors through individuals such as Kim O-jin, former secretary to the president for administration."
The special counsel team is investigating allegations that 21gram, an unqualified company, was awarded the contract for the presidential residence relocation project by leveraging its personal ties with Kim.
Former secretary Kim O-jin was arrested and indicted by the special counsel team in December of last year on charges including abuse of power. He is accused of pressuring Wondam General Construction to lend its construction business license to 21gram so that the latter could be awarded the residence relocation project. The trial is currently underway.
According to the Framework Act on the Construction Industry, a general construction license is required to perform construction work such as extensions.
However, 21gram was registered only for interior design work, making its involvement in the expansion and structural reinforcement of the presidential residence a violation of the law.
The special counsel team is also investigating allegations that the Ministry of the Interior and Safety's reserve funds were illegally diverted to cover inflated construction costs charged by 21gram.
Allegations of a "shoddy audit" by the Board of Audit and Inspection regarding the relocation process of the presidential residence are also under investigation by the special counsel team.
The team plans to question Kim on whether she directed or was involved in ensuring that 21gram was awarded the residence construction contract.
Regarding allegations of obstruction of the arrest of former President Yoon Suk-yeol, the special counsel team announced that it has received written statements from two members of the People Power Party.
The team explained that it has notified lawmakers Na Kyung-won and Kim Gi-hyeon, who submitted only opinion papers rather than written statements, to appear for questioning on July 20.
The special counsel team also stated that it had sent a summons to former Minister of Land, Infrastructure and Transport Won Hee-ryong regarding the "Yangpyeong Expressway route alteration allegations," but the notice could not be delivered as he was not present at his residence.
Regarding the "insurrection involvement" charges against Cho Sung-hyun, former commander of the 1st Security Group of the Capital Defense Command (Colonel), the special counsel team emphasized, "We have secured meaningful evidence, including details of the orders issued by former commander Cho and memos written at the time."
It is reported that Cho, who appeared before the special counsel team on July 10 for questioning as a suspect, testified that he only learned of his subordinates' movements after the fact and that he does not remember the details.
Furthermore, the special counsel team questioned former Prosecutor General Shim Woo-jung regarding allegations of covering up the Deutsch Motors investigation; Shim reportedly denied all charges.
Regarding the alleged leak of classified information in the death of Marine Corporal Chae Su-geun, the special counsel team has requested an arrest warrant for Lee Si-won, former presidential secretary for public service discipline. The pre-arrest suspect interrogation is scheduled for July 15.
