The boy, named Hamza, is 14 years old and lives in Paris, France.
Last month, as a heatwave with temperatures exceeding 40°C (104°F) persisted, the city of Paris permitted swimming in the Canal Saint-Martin, which had previously been prohibited.
The area is a popular spot for tourists, and the permission to swim drew large crowds.
However, Hamza was captured on camera engaging in behavior that drew public ire, such as shooting water guns at visitors and pushing them into the canal.
He even went as far as to demand 2 euros from people, claiming it was a toll.
Hamza’s behavior continued unabated, and because of the toll, he earned the nickname "La Douane," which means "customs" in French.
He was eventually apprehended by police, but a video showing Hamza escaping by getting out of the police vehicle and swimming across the canal went viral, sparking further controversy.
French media outlets flooded with reports on Hamza, and experts even held televised debates on how to punish a 14-year-old boy.
The controversy even escalated into an issue of racism, with far-right groups criticizing Hamza, who is from an Algerian immigrant family, and arguing that immigration policies have made France less safe.
Hamza was arrested again early this month on charges of stealing a smartphone but was released after one day.
As the heatwave subsided, the city of Paris changed the canal access to once a week, and with fewer people visiting the Canal Saint-Martin, the debate surrounding Hamza has somewhat calmed down.
However, with another heatwave forecasted starting this weekend, the eccentric behavior of the effectively neglected 14-year-old boy could spark further controversy at any time, depending on whether the city expands access to the canal.
