Vulnerable individuals who use social security management numbers instead of resident registration numbers will soon face less inconvenience when moving, as they will no longer need to be issued new numbers upon relocation.

The Ministry of Health and Welfare announced that it is reforming the social security management number system to enhance the efficiency of welfare administration.

The social security management number is a temporary identifier introduced to provide welfare services to those who do not have or cannot use a resident registration number, such as unregistered children and women in crisis who have opted for protected childbirth.

However, it has been pointed out that under the current system, vulnerable individuals using these numbers were required to obtain new ones whenever they moved or transferred to different facilities, which also raised concerns about the potential exposure of their personal information.

In response, the Ministry of Health and Welfare plans to remove regional and facility codes from the management numbers, allowing individuals to continue using the same number even if they change their place of residence.
